This briefing looks at the most recent trends in aid data (the OECD DAC’s (Development Aid Committee) release of provisional aid data for 2019) and considers what impacts the pandemic may have.
This report presents the findings of an analysis of data collected by HelpAge International and its network members using HelpAge’s Health Outcomes Tool. The tool is designed to collect data to better understand health and care in older age, and to measure the impact of HelpAge’s health and care programmes. It was developed in response to the challenges posed by the lack of data on older people’s health and care, particularly in low- and middle-income countries, and the resulting lack of understanding about how best to provide age, gender and disability sensitive services for older women and men. The tool was used between 2014 and 2017 in nine low- and middle-income countries across Africa, Asia and Latin America,1 and gathered data from over 3,000 older people. The findings are presented here in the context of the current debate and evidence on older people’s right to health.
This report explores three different areas in relation to ageing and health: older people’s access to health services; availability of care and support; and the impact both health, and care and support services have on older people’s health status, functional ability and wellbeing.
The Disability Data Portal provides a snapshot of the data globally available on people with disabilities in 40 countries. The portal also identifies where there are gaps in the current body of data.
The portal was designed for the Global Disability Summit, held on 24 July 2018, and focusses on data relating to four thematic areas: inclusive education, stigma and discrimination, technology and innovation, and economic empowerment.
The portal presents key development indicators relevant to the Summit themes, mostly drawn from the Sustainable Development Goals (SDGs), along with others relevant to the UN Convention on the Rights of Persons with Disabilities (CRPD)

“This paper presents a practical framework for integrating different tools and techniques in order to provide a more comprehensive assessment of how public policies comply with the obligation to fulfill ESC rights. The OPERA framework (so called because it triangulates Outcomes, Policy Efforts and Resources to make an overall Assessment) articulates relevant human rights standards and principles to take into account when monitoring ESC rights fulfillment and offers practical guidance on which tools and techniques might be employed to evaluate them. These range from simple descriptive statistics that summarize data to more complex fiscal policy and budget analysis that assess the availability and allocation of resources. By making explicit this crucial link between the various human rights standards and principles that underpin the obligation to fulfill and the different assessment methods available to monitor them, the framework enables a systematic approach to building evidence of failures to fulfill ESC rights”

Mental health intervention programmes in resource-poor settings such as rural Northern India must understand and address the economic burden of mental illness, in addition to clinical and functional outcomes. The BasicNeeds [BN]- Nav Bharat Jagruti Kendra [NBJK] intervention programme, located in rural Northern India, aims to improve quality of life for people with mental disorders and their families, through treatment, livelihoods and capacity building interventions based on the Mental Health and Development Model. This prospective evaluation assessed economic outcomes of 138 people with mental disorders involved in the BN-NBJK programme over a period of two years”
This report documents an initiative that, through its methods and focus, aimed to provide a realistic starting point to understanding the impact of information on development. It consisted of a electronic conference, followed by a workshop through which ideas about information and evaluation were shared and built upon. The report weaves together the input of dozens of information users and providers, policymakers, information scientists, and others from the South and the North, and presents a preliminary assessment framework as a starting point to future work in this area
