This report provides policy-oriented analysis of donor support for information and communication technologies for development, with particular attention to recent trends in bilateral ODA commitments for ICT infrastructure as well as other ICT assistance. This analysis is illustrated with an abundance of statistical charts, highlights and annexes. The study furthermore seeks to analyse the rationale of the donors and other stakeholders to withdraw from the ICT infrastructure support in the 1990s and shift to integrating ICT components into development assistance projects and programmes. New forms of multi-donor partnerships are appearing not only as a joint financing mechanism but also as a platform for exchange of experiences and learning among donor institutions

This book has been written as a tool for people involved or interested in communication and natural resource management who seek a better understanding of how different theories and strategic change principles relate to actual practise. It relates a variety of theories and change principles in simplified, almost schematic form, to a series of real initiatives in the field through interactive 'experiences'. Each 'experience' is organised around a theme, a learning objective, a description of an actual natural resource management and communication initiative, and one or two theoretical lenses through which to analyse the initiative. The idea is not to 'discover' the right approach but rather to create an interactive space that enables you to reflect on what might work in your own context and also on how different contexts may require different approaches, principles and theoretical frameworks. People working in development fields other than natural resource management will also find this book very useful

Rural ICT centres, if properly designed and managed, can be much more than just 'access centres.' They can become community owned 'knowledge centres' that directly and indirectly empower people living in rural areas. This report documents an initiative that, through its methods and focus, aimed to provide a realistic starting point to understanding the impact of information on development. It consisted of a electronic conference, followed by a workshop through which ideas about information and evaluation were shared and built upon. The report weaves together the input of dozens of information users and providers, policymakers, information scientists, and others from the South and the North, and presents a preliminary assessment framework as a starting point to future work in this area
