Aid out of reach: A review of the access to humanitarian aid for women and men, girls and boys with disabilities affected by Cyclone Idai, Mozambique

The objective of this study is to generate empirical evidence on the barriers to accessing aid for women and men, girls and boys with disabilities in a post-Cyclone Idai context. By doing so, it also seeks to contribute to policy development for an inclusive humanitarian response in Mozambique

The research followed a qualitative design, using interviews and focus group discussions followed by inductive analysis to reveal dominant themes and stories. Data was collected in 30 in-depth interviews with women and men, girls and boys with disabilities and/or caregivers in communities (Beira), as well as in resettlement sites (Dondo).

Deinstitutionalization for children with disabilities - Technical guidance for UNICEF's engagement in national reform

This technical guidance was commissioned by the UNICEF Eastern Europe and Central Asia Regional Office to enable UNICEF Country Offices to advocate and support particular programmes and projects related to the deinstitutionalization of children with disabilities through:

  • Promoting better decision-making among policy makers and child welfare professionals in the region regarding deinstitutionalization of children with disabilities;
  • Supporting governments to understand the need for such work and to plan, monitor, evaluate and sustain the reforms, as well as linking these reforms to broader disability- inclusive changes across sectors and making a contribution to social justice;
  • Increasing political will, passion and vision for the development of a child care system to address the range of needs of children, stimulating preventive work to reduce overall numbers placed away from home, and promoting family-based alternatives for the majority of children in the care system

Using current evidence and testimony from more than 60 WASH experts in 30 countries, this technical paper highlights evidence to argue that accessible and inclusive WASH is achievable at low cost, by using universal design, community-driven change, and existing knowledge, expertise and methods. The paper provides starting points to understand the impact of and case for accessible and inclusive WASH.

For the five year period 2016-2020, UNICEF’s Strategy for Health sets two overarching goals: 1. End preventable maternal, newborn and child deaths 2. Promote the health and development of all children. To achieve these goals, the Strategy considers the health needs of the child at all life stages. It highlights the need for intensified efforts to address growing inequities in health outcomes, including a particular focus on addressing gender-specific needs and barriers that may determine whether boys and girls are able to reach their full potential in health and well-being. Working together with global and local partners, UNICEF will promote three approaches to contribute to these goals: addressing inequities in health outcomes; strengthening health systems including emergency preparedness, response and resilience; and promoting integrated, multisectoral policies and programmes. The three approaches described underpin a "menu of actions” from which country offices can select, based on their situation analysis, country programme focus, and context.

This briefing document reviews examples of the progress that Africa has made in reaching the Accelerated Action Towards Africa Fit for Children 2008 - 2012 as adopted by the African Union and Member States in the agreed actions related to Enhancing Life Chances and Child Survival and looks at what more needs to be done. The commitment, "Enhancing Life Chances", entails strengthening health systems to provide quality maternal and child health services; scaling up essential interventions to reduce maternal morbidity and mortality and reduce neonatal mortality; scaling up a minimum package of proven child health interventions; and supporting family and community based actions that enhance children’s health, nutrition and well-being including potable water, improved sanitation and hygiene, appropriate young child feeding practices and food security measures
