This is a review of country and regional consultations undertaken by UNAIDS, following the United Nations' Political Declaration on HIV and AIDS in June 2006. It explores barriers to UNAIDS' commitment to ensure universal access to comprehensive HIV prevention programmes, treatment, care and support by 2010; and it identifies the next steps that need to be taken for this to become a reality. The key messages are the need for: supportive and protective legislation and programmes to ensure the rights of people living with HIV, women and most-at-risk populations; predictable and sustainable funding for all credible AIDS plans; more trained health care professionals and improved health care systems; and affordable medication, testing and prevention programmes. The review also examines the role of civil society and of faith-based organisations in supporting people with HIV through treatment compliance, prevention, support, care and reducing stigma. It recommends that the high level of response should continue, that targets need to be set and accountability mechanisms improved

The strategies for interventions proposed here can provide a framework upon which disability advocates and HIV and AIDS advocates, educators and policy makers can begin to build interventions and support mechanisms for ‘at-risk’ disabled populations. To date, there have been few HIV and AIDS interventions that have directly targeted (or indirectly included) individuals with disability and almost none of these interventions have been systematically monitored or evaluated. The framework proposed here therefore, is intended only as a ‘first step’ in a series of publications on various aspects of disability-inclusive HIV and AIDS interventions and tool kits

Most CBR experience has come from rural areas in developing countries. However, even in large cities specific population groups - such as people living in slums or low-income areas in the urban peripheries - may face difficulties in accessing rehabilitation services. To address this, the World Health Organization set up a number of pilot consultations and projects in seven countries (Indonesia, India, the Philippines, Brazil, Bolivia, Egypt and Kenya) in 1995. This document gives a report of a final meeting of representatives of these pilot projects.

The standard rules on the equalisation of opportunities for persons with disabilities have been developed on the basis of the experience gained during the United Nations Decade of Disabled Persons (1983- 1992). Although the rules are not compulsory, they can become international customary rules when they are applied by a great number of states with the intention of respecting a rule in international law. They imply a strong moral and political commitment on behalf of States to take action for the equalisation of opportunities for persons with disabilities. The rules indicate important principles for responsibility, action and cooperation as well as areas of decisive importance for quality of life and for the achieving of full participation and equality. The rules offer disabled persons and their organisations an instrument for making policy and for action. They also provide a basis for technical and economic cooperation among states, the United Nations and other international organisations
