The transition from school is an important period. All young people should be supported throughout this time to access options which allow them to meaningfully participate and contribute to our society as adults. Many young people with disability however have extremely poor post school transition experiences.

This report is based on the direct experience of young people with disability. The paper highlights key issues from current research, legislation and consultations with key stakeholders. It explores present and past school transition practices, barriers faced by students with disability and presents recommendations for improving outcomes and options for post school transition of students with disability

The general approach to the collection of statistics on disability by the Washington Group on Disability Statistics is outlined. The group uses the social model of disability, looking at what in the environment makes it difficult to participate. They use neutral language, asking about difficulties rather than disabilities and consider there to be a spectrum of disabilities (mild-severe)

Community-based rehabilitation in a post-soviet environment in Azerbaijan : where society meets ideology

This paper explores UAFA’s experience, since 2002, in working with Azerbaijani stakeholders to move from the medical approach to disability, propagated by the Soviet model of planning and implementation, to a social, community-based approach. The paper highlights the common misconceptions and how these can be overcome, including the policy gaps that challenge effective implementation.

 

The importance of creating and maintaining a core team is discussed, alongside the process that UAFA has developed for building up teams of CBR workers. Finally, the paper raises the issue of introducing outcomes-based evaluation in a society that has no such prior experience, followed by an account of the continual challenge faced by most programmes–namely, how to achieve sustainable funding.

There is strong evidence that participatory approaches to health and participatory women’s groups hold great potential to improve the health of women and children in resource poor settings. Disabled women’s participation in women’s groups and other community groups in rural Nepal was investigated. A mixed methods approach to describe attendance in groups among disabled and non-disabled women, considering different types and severities of disability was used. No significant differences were found between non-disabled and disabled women in the percentage of women attending at least one of the women’s groups. This was true for women with all severities and types of disability, except physically disabled women who were slightly less likely to have attended. Barriers such as poverty, lack of family support, lack of self-confidence prevented women from attending groups. The findings are of particular significance because disabled people’s participation in broader community groups, not focused on disability, has been little studied.

This is the first Technical Report in a three part series for the two year DFAT Australian Aid funded project (2013-2015), Promoting the Inclusion of People with Disabilities in Disaster Management in Indonesia. This report details the mapping of organisations in Indonesia working in disaster risk reduction (DRR). The two year project was concerned with understanding the gaps between disability inclusive policy and practices in DRR and supporting opportunities to include people with disabilities in all phases of disaster risk management. The premise of this work was that reducing the vulnerability of people with disability during disasters is a key strategy to promote broader community resilience

 

The direct and practical solutions that people with disability can offer to community-level DRR activities should be a key consideration within all phases of disaster risk management. Inclusion of people with disabilities in DRR before, during, and after disasters contributes to the “whole-of-community” approach to disaster resilience advocated in contemporary policy and enacted by DRR agencies. This project was initially framed within an increasing awareness of disability inclusion in DRR globally which is now articulated in the recently issued Sendai Framework for Disaster Risk Reduction 2015-2030 (UNDISR, 2015), and within an increasingly supportive policy environment in Indonesia

This is the third Technical Report in a three part series for the two year DFAT Australian Aid funded project (2013-2015), Promoting the Inclusion of People with Disabilities in Disaster Management in Indonesia. This report details the development, refinement and field–testing of the Disability Inclusive Disaster Resilience (DiDR) tool. The purpose of the DiDR tool is to identify the resilience and capabilities of people with disabilities to natural disasters in their family and community setting. The tool is designed to be used by people with disabilities, their families or carers and thereby to promote the inclusion of people with disabilities in Disaster Risk Reduction (DRR) policy making and strategy implementation. The tool assesses the resilience of people with disabilities by bringing together four components known to be fundamental to disaster risk reduction: the individual’s functioning status, their level of participation in their communities, the physical vulnerability of their place of residence, and individual risk predictors known to influence the behaviour of the general population before, during and after a natural hazard emergency. In February and March 2015, the survey teams administered the DiDR Tool by interviewing 289 people with disabilities or their carers in four Indonesian Districts affected by diverse natural hazards 

The complexity of rural contexts experienced by community disability workers in three southern African countries

An understanding of rural communities is fundamental to effective community-based rehabilitation work with persons with disabilities. By removing barriers to community participation, persons with disabilities are enabled to satisfy their fundamental human needs. However, insufficient attention has been paid to the challenges that rural community disability workers (CDWs) face in trying to realise these objectives. This qualitative interpretive study, involving in-depth interviews with 16 community disability workers in Botswana, Malawi and South Africa, revealed the complex ways in which poverty, inappropriately used power and negative attitudes of service providers and communities combine to create formidable barriers to the inclusion of persons with disabilities in families and rural communities. The paper highlights the importance of understanding and working with the concept of ‘disability’ from a social justice and development perspective. It stresses that by targeting attitudes, actions and relationships, community disability workers can bring about social change in the lives of persons with disabilities and the communities in which they live.

The effect of mainstream social protection policies in Peru on the inclusion of persons with disabilities in Peruvian society are explored in the both economic and social context.  The policy analysis was conducted to understand past successes and failures and to plan for future policy implementation and the research took place alongside a similar analysis in Tanzania.  A policy research guideline was developed allowing cross-country comparison between the two studies. A literature review was carried out to identify social protection policies and programmes in Peru. In addition, 22 interviews were held with key stakeholders, including organisations of persons with disabilities, to explore more in-depth information on the impact of major policies. Social protection policies, health, education and employment issues for people with disabilities are covered. Associated qualitative and quantitative reports are available.

The representational history of disabled people can largely be characterized as one of being put on display or hidden away. Self-representations have been a powerful part of the disability rights and culture movement, but recently scholars have analysed the ways in which these run the risk of creating a ‘single story’that centres the experiences of white, western, physically disabled men. Here we introduce and theorize with Project Re•Vision, our arts-based research project that resists this singularity by creating and centring, without normalizing, repre- sentations that have previously been relegated to the margins. We draw from body becoming and new materialist theory to explore the dynamic ways in which positionality illuminates bodies of difference and open into a discussion about what is at stake when these stories are let loose into the world.

Twenty-five years of Community Living: Changes in Support Staff Perceptions

Purpose: The attitudes of support staff towards people with intellectual disability can greatly impact upon an individual’s quality of life and level of social inclusion. However, there are few studies that examine how perceptions and beliefs have changed within one organisation over the past few decades; a period during which there have been major social and government policy changes including deinstitutionalisation, inclusive education and the introduction of the United Nations Convention on the Rights of Persons with Disabilities. In conjunction with a 25th anniversary review of a community-living project in rural Australia, the current research replicated a study from 1987 that examined attitudes of staff with respect to people with intellectual disability, and thematically compared the findings of the two questionnaires.

 

Method: In 1987, a purpose-designed questionnaire was developed and completed by 15 direct care staff. This 10-item tool asked for basic demographic information and for the participants’ perceptions of people with intellectual disability and their own work roles in the disability sector. This tool was replicated in 2013 and was again completed by 15 direct care staff from the same organisation.

 

Results: The thematic analysis indicated a number of differences between the 1987 and 2013 cohorts in regard to their attitudes. The wide acceptance of the rights of people with intellectual disability was one key change. There was an age separation found within the 2013 cohort, with older participants (> 50 years of age) more likely to display similar attitudes to the 1987 group than the younger participants (<30 years old). Dealing with the problem of ageing-related issues, something that was not obvious 25 years ago, was now considered of major importance. There was evidence that disability support was increasingly recognised as a valid career choice, with a substantial difference in motivation found between the two age groups. Across both cohorts, direct exposure to the realities of the job was seen to be the best training for new employees.

 

Conclusions: The past 25 years have seen positive developments in both social acceptance and expectations for people with disabilities. Individuals are now viewed in a realistic but more positive light. As an exemplar of this change, concerns about individuals entering a consenting sexual relationship have changed dramatically, and what was once an issue of major concern is now no longer raised. While the training provided to staff has changed significantly over the past 25 years, on-the-job exposure to people with intellectual disability, combined with support from peers, is still perceived as vital for developing a quality support network.

Collection of data about disability in a census or survey context is influenced by the cultural context, particularly the beliefs and practices within the communities where the data are collected. Attitudes toward individuals with disability will influence what questions are asked, how such questions are framed, and how individuals in the community will respond to these questions. This article examines how culturally defined concepts of disability influence the development of questions on the topic, as well as helps determine who asks the questions and who answers the questions. These issues in turn influence how much data are collected and how accurate the data are. It also examines how ethnic diversity and poverty contribute to these questions. Recommendations for attention to these issues are made by census and survey.

This publication originated in 2003 as an ILO contribution to deliberations then taking place in preparation for the development of the United Nations (UN) Convention on the Rights of Persons with Disabilities (CRPD). By examining the development over time of the ‘right to work’ of persons with disabilities,1 how this matter has been dealt with in international instruments and national legislation to date, and experience around the world in promoting employment and work opportunities, the working paper enabled those involved in the preparation of the proposed CRPD to build on earlier achievements.

The following key research questions were considered under this dissertation. "First, to locate the perceptions of disability among the disabled in the occupied territories of Palestine, in light of their religious affiliation. Second, to investigate the realities of the disabled within Palestine; and third, to enquire as to whether there had been any differences in the perceptions of disabilities and the realities of those who were injured in conflict, and those who were born with impairment" These questions were answered through a hybrid-methods system of research, with a mix of qualitative and quantitative methods being used
