This paper considers the dissemination of ICT within various conceptual frameworks, calling for approaches that start with the needs and desires of poor people for information. It is strongly illustrated with examples from India and Pakistan. Banuri then turns to the Millennium Development Goals (MDGs), and to the potential of ICT to support progress in meeting these goals. Finally, he criticises governments for lack of a coherent, human development-based ICT policy emphasizing the MDGs, while suggesting that civil society has done better

The needs-based approach, which informs current development co-operation, fails to put a clear obligation on anyone to fulfil the needs and to encourage people with disabilities to participate in the development process. The workshop made an attempt to assess policy and practice of development co-operation in Belgium, the Netherlands and Germany, discussing their capacity to promote the rights of people with disabilities and the participation opportunities offered to them

Through Changing minds, policies and lives, UNICEF and the World Bank have teamed up in an effort to developing knowledge and tools for the reform of three essential family welfare system regulators (decision making, standards and financing). This publication provides guidelines for redirecting monetary resources by changing financing flows primarily towards support for families at risk and family-based alternatives. Those concerned with poverty and health have sometimes viewed equity and human rights as abstract concepts with little practical application, and links between health, equity and human rights have not been examined systematically. This article outlines five ways in which health institutions can deal with poverty and health: institutionalising the systematic and routine application of equity and human rights perspectives to all health sector actions; strengthening and extending the public health functions that create the conditions necessary for health; implementing equitable health care financing, which should reduce poverty while increasing access for the poor; ensuring that health services respond effectively to the major causes of preventable ill-health among the poor and disavantaged; and monitoring, advocating and taking action to address the potential health equity and human rights implications of policies in all sectors affecting health, not only the health sector

This publication highlights initiatives that are using information and communication technologies (ICTs) to make a real and meaningful difference in communities around the world. The aim is to share experiences and lessons learned to increase global understanding of how ICTs can be used to tackle poverty, injustice and inequalities. The stories were submitted to GKP under three broad categories: youth, poverty and gender. The best among them have been selected for the inaugural GKP Youth Award, the Tony Zeitoun Awards for poverty reduction, and the Gender and ICT Awards. The awards were presented at the World Summit on the Information Society (WSIS) in Geneva in December 2003

This paper aims to review and synthesise literature on the nature, distribution, and associated aspects of disability among children under 8 in developing countries. It examines existing services and practices providing care and education, and identifies approaches that promise to address the children's developmental needs.
Such a review may also serve as a resource for governmental and nongovernmental entities involved in the development of policies and implementation of services for children with disabilities and their families in developing countries. Finally, it may be of interest to foundations and funding organisations seeking to make investments in early childhood intervention programs in those countries
