It gives an overview of the situation of persons with disabilities in extreme poverty in Bangladesh, highlighting disability-specific challenges, and the gaps in institutional capacity to deal with these issues. Recommendations are provided on the need to identify persons with disabilities more clearly, introduce disability-focus to mainstream poverty reduction efforts, adopt measures to overcome disability specific challenges, and strengthen institutional capacity to work on disability issues

Beggars with disabilities are among the poorest and most disadvantaged in society. Yet they are virtually invisible in the policy agenda of countries around the world, and are often overlooked in programme and advocacy efforts to improve opportunities for people with disabilities in general. This literature review originated as part of an exploratory study of beggars with disabilities in Ethiopia, published by the Leonard Cheshire Disability and Inclusive Development Centre in collaboration with the ILO in 2013 based on fieldwork undertaken by Professor Groce in Addis Abba. It has been updated and published separately as a contribution to debates on the social and economic inclusion of people with disabilities, on poverty reduction and social protection

"Drawing on the experience of four organizations (ADD International, Sightsavers, HelpAge International, Alzheimer’s Disease International), this paper argues the case for a greater focus on horizontal inequalities which relate to social factors of ‘difference’, and which contribute to marginalization. By focusing on the experience of persons with disabilities, older people and people with mental health issues, the paper explores the dynamics and mechanisms which marginalize individuals, and calls for a greater focus on these issues in current and future development frameworks. The paper highlights the importance of bringing the ‘lived experience’ in to the analysis and policymaking process through initiatives such as the ‘Voices of the Marginalized’ research project which promotes the voice and participation of persons with disabilities, older people and people with mental health issues"

"In this paper, we examine the existing data and discuss the implications of current inheritance policies and practices that affect the lives of persons with disabilities and their families, arguing that when persons with disabilities are routinely denied equal rights to inherit wealth or property, this denial has a profound impact on their ability to provide for themselves and their families. The stigma, prejudice and social isolation faced by persons with disabilities and the widespread lack of education, social support networks, and the right to appeal injustices at the family, community or national level, further limits the ability of persons with disability to contest inequities encountered in inheritance policies and practices"

The burden of epidemics of infectious diseases on the social and economic development of poorer countries is growing, but is not being sufficiently addressed. This paper argues that to reduce the impact of epidemics involves addressing complex issues that include prevention of disease, empowering communities, better access to health services at the community level, availability of health personnel and better infrastructure (especially for water and sanitation)

Reflections on poverty and disability : a review of literature

This study carried out a review of literature describing the relationship between poverty and disability, in order to establish the evidence base for this relationship. Several authors seem to accept the existence of this link, even without a sound research basis. Articles and books were scrutinized to find out what sources were used in these publications to conclude that there was evidence for a strong relationship between disability and poverty. Peer-reviewed articles were used as much as possible.

It was found that cultural determinants play the greatest role in the process of disability leading to poverty. Monetary factors are also essential determinants when it comes to poverty as a result of disability. The relationship between disability and poverty seems to be a vicious circle. Most of the literature concerning poverty and disability is based on non- rigorous (literature) studies.

Relating disability to poverty and vice versa is a complex matter that needs to consider several interdependent factors that influence this process.
