This paper considers the dissemination of ICT within various conceptual frameworks, calling for approaches that start with the needs and desires of poor people for information. It is strongly illustrated with examples from India and Pakistan. Banuri then turns to the Millennium Development Goals (MDGs), and to the potential of ICT to support progress in meeting these goals. Finally, he criticises governments for lack of a coherent, human development-based ICT policy emphasizing the MDGs, while suggesting that civil society has done better

A study for DFID staff, and for policy consideration, about the role of ICT in development. Identifies and assess the links between information and poverty, and concludes that although spreading ICT ('bridging the digital divide') should not be an end in itself, there is enormous potential for ICTs to increase information flow and empower poor people. The study then discusses the potential role of the international community, and sets out specific recommendations for DFID. Includes several appendices containing: a bibliography; brief case studies of Chile, Costa Rica and India; and list of related DFID funded projects. The study concludes that ICT should not be viewed as an end itself but has the potential as a tool to increase information flows and empower people. It can play a part in achieving International Development Goals

The figures presented in this publication describe the health, nutrition, and population (HNP) status, and service use among individuals belonging to different socio-economic classes. The figures are intended to provide the Bank operational staff, and government officials with whom they work, basic information for their use in preparing country analyses, and in developing HNP activities for the disadvantaged. The document represents an initial effort to provide basic information about health, nutrition, and population conditions and service use by socioeconomic class within countries. It discusses the most significant technical issues encountered in preparing the information, such as the descriptive nature of relationships, and expands on the implications of an asset approach, as measures of socioeconomic status. Accompanying each of the rates presented in the total population table are the values for two statistical indictors of inequality: poor/rich ratio, and concentration index. While most findings reported herewith, are in line with expectation, there are exceptions, and anomalies that require further investigation. [Publisher's abstract]
