The Sendai Framework is the UN framework/action plan governing Disaster Risk Reduction for the period 2015-2030. It "is built on elements which ensure continuity with the work done by States and other stakeholders under the (Hyogo Framework for Action 2005-2015) HFA and introduces a number of innovations as called for during the consultations and negotiations…The Sendai Framework also articulates the following: the need for improved understanding of disaster risk in all its dimensions of exposure, vulnerability and hazard characteristics; the strengthening of disaster risk governance, including national platforms; accountability for disaster risk management; preparedness to “Build Back Better”; recognition of stakeholders and their roles; mobilization of risk-sensitive investment to avoid the creation of new risk; resilience of health infrastructure, cultural heritage and work-places; strengthening of international cooperation and global partnership, and risk-informed donor policies and programs, including financial support and loans from international financial institutions. There is also clear recognition of the Global Platform for Disaster Risk Reduction and the regional platforms for disaster risk reduction as mechanisms for coherence across agendas, monitoring and periodic reviews in support of UN Governance bodies”

Minimum standards for age and disability inclusion in humanitarian action : pilot version

This pilot version of the Minimum Standards for Age and Disability Inclusion in Humanitarian Action has “been developed for use by all practitioners involved in humanitarian response, including staff and volunteers of local, national, and international humanitarian agencies, with the expectation that the inclusion of people with disabilities and older people is feasible at every stage of the response and in every sector and context. The Standards are intended to inform the design, implementation, monitoring and evaluation of humanitarian programmes; to strengthen accountability to people with disabilities and older people; and to support advocacy, capacity-building and preparedness measures on age and disability across the humanitarian system

 

The Standards are drawn from a wide-ranging review of existing guidance and standards developed by humanitarian actors over recent years. This includes material from organisations with a special focus on disability and/or older age, together with key documents, including the Sphere Handbook, the Sphere Companion Standards and the Core Humanitarian Standard on Quality and Accountability (CHS). The Minimum Standards for Age and Disability Inclusion do not create entirely new demands on humanitarian actors; rather, they clarify and reinforce what is already required if broader standards of impartial humanitarian programming and the principles of the Humanitarian Charter are to be upheld”

Typhoon Haiyan one year on: Disability, poverty and participation in the Philippines

This article explores the relationship between disability, poverty and participation in the aftermath of Super Typhoon Haiyan, which struck the Philippines on 8th November 2013, based on field research conducted at the time of Haiyan’s first anniversary. Fieldwork included interviews exploring disabled people’s experiences, their priorities and the challenges facing them in the year since Haiyan. The analysis, which draws on a three-level typology of participation and Sen’s (1999) capability perspective, concludes that disabled people have the potential to participate as active agents in disaster planning and recovery processes, both individually and collectively, at various levels. Furthermore, supporting disabled people to participate effectively, through flexible approaches, capacity building and the forging of pro-poor alliances, can reduce poverty in capability terms, as well as raising awareness of the largely untapped potential of disabled people to contribute to the shaping of more inclusive societies.

All under one roof disability-inclusive shelter and settlements in emergencies

All Under One Roof wants to transform the way humanitarian organisations approach inclusion and accessibility in their shelter and settlement programmes and aims to bridge the gap between good intentions and practical implementation by offering technical guidance for disability-inclusive shelter and settlement support in emergencies. It is the result of a collaborative process that started in 2013, involving CBM, Handicap International and IFRC. It draws upon existing guidelines from these and other institutions as well as relevant national and international standards and the expertise of practitioners. 

There are three sections:

Inclusion in phases of disaster management

Technical guidance for shelter and settlements

Promoting participation and equal opportunities

 

A set of training modules has been prepared based on this document

Malezi AIDS Care Awareness Organization (MACAO) is a non-profit organization reaching out to neglected Indigenous people in Ngorongoro District, Arusha Region of Northern Tanzania.  Macao founded in 2003, Macao is a humanitarian organization that provides assistance to approximately 200,000 Indigenous Maasai community in Ngorongoro district for addressing needs of water and sanitation, food security, health Care Research, Education, Research environment, Maasai Traditional Research, Human Rights and sustainable economic development by strengthening their livelihoods.  In addition to responding to major relief situations, MACAO focuses on long-term community development through over 4 Area Development Project. This briefing paper further develops the vulnerability and inclusion dimensions that were included in “The future framework for disaster risk reduction: a guide for decision-makers (Module 4).” It particularly addresses the following topics: marginalised groups are more likely to suffer from disasters; disasters exacerbate vulnerabilities and social inequalities; vulnerable groups should be included in DRR as active agents of change for resilience to be effective and equitable; vulnerable groups tend to be excluded from DRR decision-making, thus making them even more vulnerable to the impacts of disaster. Through promoting the socio-economic and cultural inclusion, as well as the political recognition of marginalised people, this paper provides examples of where their participation as active agents of change has proven beneficial for achieving effective and equitable resilience. This evidence supports recommendations for the inclusion and empowerment of vulnerable groups within the post-2015 framework for DRR
