The main objective of the Disability Inclusion and Accountability Framework is to support the mainstreaming of disability in World Bank activities. It lays out a road map for (a) including disability in the Bank's policies, operations and analytical work, and (b) building internal capacity for supporting clients in implementing disability-inclusive development programs. The primary target audience of the Framework is Bank staff but it is also relevant to the Bank's client countries, development partners and persons with disabilities. The framework provides four main principles for guiding the World Bank’s engagement with persons with disabilities: nondiscrimination and equality, accessibility, inclusion and participation, and partnership and collaboration. 

The appendices to this framework highlight key areas in which the Bank can have a significant impact on the inclusion, empowerment, and full participation of persons with disabilities. These areas include transport, urban development, disaster risk management, education, social protection, jobs and employment, information and communication technology, water sector operations, and health care.

"In response to the Typhoon Haiyan in the Philippines, Médecins Sans Frontières-Operational Centre Brussels (MSF-OCB) decided to concentrate its efforts in the severely affected area of Guiuan and its four surrounding municipalities. The MSF-OCB intervention included a comprehensive approach to mental health, including care for people with pre-existing and post-disaster severe mental disorders. Based on this experience of providing MH care in the first five months after Typhoon Haiyan, we report on the monthly volume of MH activities and beneficiaries; sociodemographic and care seeking characteristics of beneficiaries receiving MH counselling/care, stratified by the severity of their condition; profile and outcomes of patients with severe mental disorders; prescribing practice of psychotropic medication; and main factors facilitating the identification and management of individuals with severe mental disorders"

Mental health programming is important in post-conflict settings such as South Sudan. Handicap International is currently implementing a project entitled “Touching Mind, Raising Dignity; to stop the stigma toward people with mental health problems” which aims to improve the social and community involvement of people living with mental health problems. This qualitative research study was conducted to understand local concepts linked to mental health problems and health-seeking in order to develop effective mental health interventions in the context of Juba, South Sudan. The study was conducted in four locations in Juba among community members, people with mental health problems, their caregivers and service providers. Focus group discussions & in-depth interviews were conducted with a total of 130 study participants. The interviews were conducted in English or by translating from Juba Arabic. The data was analysed using thematic analysis. Respondents used two wide categories when discussing people with mental health problems: mad (majnun) and sad and tired (mariid= sick). Substance abuse related madness and maratsarra (epilepsy) were genuine community concerns. Mild signs and symptoms were not recognized as mental health problems, the causes of mental health problems were viewed as numerous and complex, and mental health problems were believed to be common in South Sudan. 

This is the first Technical Report in a three part series for the two year DFAT Australian Aid funded project (2013-2015), Promoting the Inclusion of People with Disabilities in Disaster Management in Indonesia. This report details the mapping of organisations in Indonesia working in disaster risk reduction (DRR). The two year project was concerned with understanding the gaps between disability inclusive policy and practices in DRR and supporting opportunities to include people with disabilities in all phases of disaster risk management. The premise of this work was that reducing the vulnerability of people with disability during disasters is a key strategy to promote broader community resilience

The direct and practical solutions that people with disability can offer to community-level DRR activities should be a key consideration within all phases of disaster risk management. Inclusion of people with disabilities in DRR before, during, and after disasters contributes to the “whole-of-community” approach to disaster resilience advocated in contemporary policy and enacted by DRR agencies. This project was initially framed within an increasing awareness of disability inclusion in DRR globally which is now articulated in the recently issued Sendai Framework for Disaster Risk Reduction 2015-2030 (UNDISR, 2015), and within an increasingly supportive policy environment in Indonesia

“This article highlights the existing research and knowledge gap between existing knowledge and continuing research being done on similar topics. The review includes literature from two areas of scholarship in relation to disasters—children, and people with disabilities—and provides a critique of the prevailing medical, economic, and social discourses that conceptualize disability and associated implications for DRR. The article analyses the different models in which disability has been conceptualized, and the role this has played in the inclusion or exclusion of children with disabilities in DRR activities and in determining access to necessary resources in the face of disaster. Finally, the study explores possible pathways to studying the contribution and involvement of children with disabilities in DRR”

This manual on disability inclusive disaster preparedness and response provides an overview of the state of the art in emergency preparedness and disaster risk reduction for people with disabilities.   It presents the definition of disability, ethics regarding protection and the shortfalls of the institutional framework for providing protection.  . It highlights that planning, training and exercising need to be improved, and examples of good practice should be adapted to new environments and circumstances. 

Disability and Vulnerability Focal Points (DVFPs) are one of the ways in which Handicap International addresses the need to take effective, concrete action on behalf of those made vulnerable – including people with disabilities – in emergencies. DVFPs are organised as a network including DVFP structures and almost always mobile teams, whose role is making sure that aid reaches vulnerable people, rather than waiting for vulnerable people to reach the aid. This guide is intended as a practical tool for setting up a complete DVFP mechanism
