This follow-up publication is intended to be read in conjunction with 'HIV/AIDS prevention and care for especially vulnerable young people: a framework for action', which set out five core principles underpinning effective HIV/AIDS prevention programming with young people: putting the young person first; promoting meaningful participation; a commitment to rights; promoting gender equity; and tackling risk and vulnerability. It outlines five case studies. Each case study describes how these principles have been put into action, through innovative approaches to working with young people who are homeless, using drugs, selling sex or living in deprived communities. Case studies come from Argentina, India, Iran, Kenya and Nigeria. This is a useful resource for policy-makers, practitioners and researchers working to promote young people's sexual health in resource-constrained settings

In 2003, The United Nations High Commissioner for Refugees (UNHCR), United Nations World Food Programme (WFP) and United Nations Children’s Fund (UNICEF) launched a joint effort to develop, through multi-site field research in refugee communities in Africa, a set of strategies for using food and nutrition-based interventions to support HIV prevention, care, treatment and support for people living with HIV. This document presents profiles of 114 projects (90 country-specific, 12 regional, and 12 global) funded by USAID. It includes a section on USAID projects that support access to education in Africa. The project profiles include the names of implementing organisations, funding periods and amounts, objectives, strategies, key accomplishments, priority activities for the year ahead, and materials and tools available to other projects that can help meet the needs of children and youth affected by HIV and AIDS. The diversity of these projects demonstrates the US government's efforts to meet the wide variety of needs of children and youth affected by HIV and AIDS. Approaches vary in both strategy and scale. The vast majority of projects work with communities to identify opportunities that strengthen existing resources without undermining local ownership. In many places, communities are already mobilised and have systems in place to identify, protect, and provide basic necessities to the most vulnerable children. USAID supports the strengthening and monitoring of these existing activities

The case studies are grouped under stigma-reduction approaches; anti-discrimination measures; and human rights and legal approaches. They are followed by some cross-project/activity analysis that identifies common elements and a number of key principles of success, each of which offers an entry point for innovative and potentially effective work

Childcare and early childhood development programmes and policies : their relationship to eradicating child poverty

The paper explores paradigms, arguments and evidence on which international agencies draw in discussing early childhood development (ECD). These include assumptions about poverty and the role of ECD in reducing poverty, assumptions about ‘the robustness’ of ECD and the contexts in which ECD takes place. Two case studies, one from Swaziland and one from Kazakhstan are used to explore strengths and limitations. The paper concludes that almost all the evidence for the effectiveness of ECD in determining cognitive, social and economic outcomes is drawn either directly from the North, particularly from the USA, or relies on assumptions drawn from work carried out in the North as a basis for recommendations in the South. The paper points out that ECD may be a useful form of practical relief to mitigate childhood poverty in particular circumstances and this could include children affected by HIV/AIDS. There is a section on page 35 on early childhood development and HIV/AIDs. Other vulnerable children are noted as those with time poor mothers and those in situations of war and conflict

This report argues that a comprehensive HIV/AIDS strategy linking prevention, treatment, care and support for people living with the virus could save the lives of millions of people in poor and middle-income countries. At present, almost six million people in developing countries need treatment, but only about 400 000 of them received it in 2003. The World Health Report 2004 argues that a treatment gap of such dimensions is indefensible and that narrowing it is both an ethical obligation and a public health necessity. In September 2003 WHO, UNAIDS and the Global Fund to Fight AIDS, Tuberculosis and Malaria and their partners launched an effort to provide three million people in developing countries with antiretroviral therapy (ART) by end 2005 - the 3 by 5 initiative. This World Health Report shows how a partnership linking international organizations, national governments, the private sector and communities is working simultaneously to expand access to HIV/AIDS treatment, reinforce HIV prevention and strengthen health systems in some of the countries where they are currently weakest

Mother to child transmission is by far the largest source of HIV infection in children below the age of 15. Prevention of mother to child transmission (PMTCT) programmes have been implemented nationally in South Africa since 2000. This report presents the results of research conducted at a pilot site in the Eastern Cape into the use of resources associated with the implementation of a PMTCT programme. It is part of a larger research project that seeks to examine and compare the costs of providing nevirapine and AZT in both urban and rural contexts. It is hoped that this study will contribute to the national programme of monitoring and evaluating the costs and effectiveness of PMTCT interventions in South Africa

This document sets out the strategic issues facing Ethiopia as it plans its response to the HIV and AIDS epidemic. Issues include capacity, community mobilisation, mainstreaming HIV in health programmes, coordination and networking, and targetting vulnerable groups. This document lists objectives under each of these headings, and strategies that will be used to achieve them. Each strategy is then listed with corresponding 'major activities' (milestones), indicators, verification method, and responsible bodies (mostly regional health bureaux, Ministry of Health, HAPCO and other stakeholders). This paper explores how culture can be used in various forms (theatre, music, dance, traditional medicine, and more) as a means to communicate and encourage behavior change for HIV/AIDS prevention. It highlights theater for development and collaboration with traditional healers as viable alternatives to more conventional communication and behavior change models. It presents several case studies, good practices from the field, and lessons learned. The authors' understanding of a cultural approach to HIV/AIDS prevention means understanding and using a community's cultural references as a framework for the design and implementation of prevention policies and programmes. Programmes that have employed this approach are characterized by their participatory approach that fosters community ownership and in turn, can result in both greater efficacy and sustainability within the community

Today many people with disabilities tend to be disempowered and deprived of economic and social opportunities and security because they are excluded from areas of social life. Furthermore, they are also underserved by most public and private institutions and services. As a result, people with disabilities tend to be the poorest of the poor and their health is vulnerable.
The role of the health sector in the prevention of disabling conditions, in addressing disabling diseases and limiting their effects, as well as in rehabilitation is central. Therefore, health sector interventions should address the disability dimension to best facilitate poverty reduction.
In order to provide disabled people with a health care system that addresses their needs, several steps are needed. Governments must support equal opportunities for all and the disability dimension must be included into economic and social life
