The 2006 World Development Report focuses on equity and development strategy. It builds on and extends frameworks discussed in the 2004 report. Equity is a potentially important factor affecting both the workings of the investment environment and the empowerment of the poor - the two major lines of the World Bank's poverty reduction strategy. The report describes current levels of and recent trends in inequalities along some key dimensions, both within and across countries; discusses whether such inequalities matter and, if so, how it may be possible to reduce them in ways which, rather than harming economic efficiency and growth, may indeed help promote them; and explores the role of domestic policies and international forces, and the potential for international action to reduce inequalities
This short briefing paper gives a critical overview of recent attempts to engage culture in development work, and in HIV and AIDS work in particular. It also outlines a range of insights from anthropological work that relate to understanding and addressing culture in development. Areas covered include moving beyond a focus on the individual in analysis of change, looking beyond the local setting only, considering the role of the organisational culture of development institutions, valuing indigenous knowledge, and looking at the way mobilising culture and cultural resources is intimately linked to power relations
This wide-ranging report was produced by the Commission For Africa, assembled by British Prime Minister Tony Blair in 2004 to define the challenges facing Africa, and to provide clear recommendations on how to support the changes needed to reduce poverty. The report is in two parts. The first, The Argument, addresses itself to a wider audience and sets out the Commission's call to action. The second part, The Analysis and Evidence, lays out the substance and basis of the recommendations. Recommendations are set out between these two sections. This joint FAO/UNAIDS study is the first to examine the full range of implications of HIV/AIDS for Ministries of Agriculture (MoAs) in eastern and southern Africa. It describes structural changes in the smallholder agriculture sector including changing farming systems (as household cultivation shifts from cash crops to subsistence crops and from labour-intensive to labour-extensive crops); and changes in the age structure and quality of the agricultural labour force as more elderly people and children assume a greater role in farming. Four areas of HIV/AIDS impact are analysed in detail: (1) MoA staff vulnerability to HIV infection and AIDS impact; (2) the disruption of MoA operations and the erosion of capacity to respond to the challenges being posed by the HIV epidemic; (3) the increased vulnerability of MoA clients to food and livelihood insecurity; (4) the relevance of certain MoA policies, strategies and programmes in view of the conditions being created by HIV/AIDS
An exploration of the links between research and policy-making with the aim of finding some simple research tools to promote evidence-based policy that contributes to poverty reduction.
Recommends a historical, contextual and comparative methodology to consider the real-life links between institutional settings, a range of political and contextual influences, and power relations.
Identifies a range of bureaucratic pressures such as: the urge to simplify, due to resource shortages; ‘giantism’ - the bigger the budget, the greater the status; inflexible long-term project planning; fierce competition for funding - discouraging collaboration.
Also considers the role of different communication channels, their effectiveness and credibility, and the chains of accountability and legitimacy that link NGOs, researchers and policy makers.
Concludes that research is more likely to have an influence if it fits the political and institutional limits and pressures of policy makers; if researchers and policy-makers share networks in particular policy areas; outputs are based on local involvement and credible evidence and are communicated via the most appropriate communicators.
Finally advocates more research to track some historical examples of key policy decisions and the influences upon them
