Through a series of focus group discussions conducted in northern and central Vietnam, this study gives voice to the lived economic experience of families with disabilities and how
they manage the economic challenges associated with disability. The dynamic of low and unstable income combined with on-going health care and other disability-related costs
gives rise to a range of coping mechanisms (borrowing, reducing and foregoing expenditures, drawing upon savings and substituting labour) that helps to maintain living standards
in the short-run yet threatens the longer-term welfare of both the individual with disability and their household. Current social protection programs were reported as not accessible to
all and while addressing some immediate economic costs of disability, do not successfully meet current needs nor accommodate wider barriers to availing benefits.

A multifaceted program causes lasting progress for the very poor : evidence from six countries

This article presents results from six randomized control trials of an integrated approach to improve livelihoods among the very poor. The graduated approach combines the transfer of a productive asset with consumption support, training, and coaching plus savings encouragement and health education and/or services. Results from the implementation of the same basic program, adapted to a wide variety of geographic and institutional contexts and with multiple implementing partners, show statistically significant cost-effective impacts on consumption (fueled mostly by increases in self-employment income) and psychosocial status of the targeted households. The impact on the poor households lasted at least a year after all implementation ended. It is possible to make sustainable improvements in the economic status of the poor with a relatively short-term intervention

Can households cope with health shocks in Vietnam?

"This paper investigates the economic impact of health shocks on working-age adults in Vietnam during 2004-2008, using a fixed effects specification. Health shocks cover disability and morbidity and are measured by 'days unable to carry out regular activity', 'days in bed due to illness/injury', and 'hospitalization'. Overall, Vietnamese households are able to smooth total non-health expenditures in the short run in the face of a significant rise in out-of-pocket health expenditures. However, this is accomplished through vulnerability-enhancing mechanisms, especially in rural areas, including increased loans and asset sales and decreased education expenditures. Female-headed and rural households are found to be the least able to protect consumption. Results highlight the need to extend and deepen social protection and universal health coverage."

UNESCO together with UNICEF, the World Bank, UNFPA, UNDP, UN Women and UNHCR organized the World Education Forum 2015 in Incheon, Republic of Korea, from 19 – 22 May 2015, hosted by the Republic of Korea. Over 1,600 participants from 160 countries, including over 120 Ministers, heads and members of delegations, heads of agencies and officials of multilateral and bilateral organizations, and representatives of civil society, the teaching profession, youth and the private sector, adopted the Incheon Declaration for Education 2030, which sets out a new vision for education for the next fifteen years.

Towards 2030: a new vision for education

Our vision is to transform lives through education, recognizing the important role of education as a main driver of development and in achieving the other proposed SDGs. We commit with a sense of urgency to a single, renewed education agenda that is holistic, ambitious and aspirational, leaving no one behind. This new vision is fully captured by the proposed SDG 4 “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all” and its corresponding targets. It is transformative and universal, attends to the ‘unfinished business’ of the EFA agenda and the education-related MDGs, and addresses global and national education challenges. It is inspired by a humanistic vision of education and development based on human rights and dignity; social justice; inclusion; protection; cultural, linguistic and ethnic diversity; and shared responsibility and accountability. We reaffirm that education is a public good, a fundamental human right and a basis for guaranteeing the realization of other rights. It is essential for peace, tolerance, human fulfilment and sustainable development. We recognize education as key to achieving full employment and poverty eradication. We will focus our efforts on access, equity and inclusion, quality and learning outcomes, within a lifelong learning approach.

 

Action and commitments required to implement the agenda are presented.

This report, the fifth edition in the Disability at a Glance series, focuses on barriers to the employment of persons with disabilities in the Asia-Pacific region, and offers solutions to strengthen their employment prospects. It offers a regional overview of disability legislation, policies and practices, as well as relevant country-specific information with a particular emphasis on the employment of persons with disabilities. The information is drawn from a targeted disability survey carried out in 2015 by the ESCAP secretariat, and research undertaken by other organizations and scholars.

The publication consists mainly of two parts. In Part 1, Chapter 1 discusses key employment trends shaping the experiences of persons with disabilities in Asia and the Pacific. Chapter 2 considers the major barriers that persons with disabilities face as they seek to find decent work in the open labour market. Chapter 3 explores a number of strategies used by governments and in the private sector to promote greater access to employment for persons with disabilities. Finally, Chapter 4 lays out a series of action points governments should consider in their efforts to remove the numerous employment barriers faced by many millions of disabled people. In Part 2, country snapshots provide the latest demographic, socioeconomic and employment-specific data from 58 countries in 5 ESCAP subregions .

Assistive technology for children with disabilities: Creating opportunities for education, inclusion and participation. A discussion paper

This paper examines, complicates and contests the implicit discourse of children living in poverty as inherently disabled. Challenging the media portrayal of young people living in the favelas in Rio de Janeiro within the neo-liberal discourse of development, the article will draw on the experience of one of the author’s (Ashley Do Nascimento) experience as a child and youth care worker and ethnographer in a favela in Rio. An argument will be made for re-thinking dis-ability in relation to poverty and childhood in the global south.

Beggars with disabilities are among the poorest and most disadvantaged in society. Yet they are virtually invisible in the policy agenda of countries around the world, and are often overlooked in programme and advocacy efforts to improve opportunities for people with disabilities in general. This literature review originated as part of an exploratory study of beggars with disabilities in Ethiopia, published by the Leonard Cheshire Disability and Inclusive Development Centre in collaboration with the ILO in 2013 based on fieldwork undertaken by Professor Groce in Addis Abba. "This document is an overview aimed at providing an understanding of the economics of the physical and functional rehabilitation system. It is the first part of a study aimed at giving Handicap International’s teams in the field a tool for diagnosing the economic system for physical and functional rehabilitation, starting with West Africa. The proposed diagnostic tool will be the subject of another publication. The study was done in two stages. First, an analysis of the economic system for physical and functional rehabilitation was done and this led to an initial draft of a tool. Starting from that draft, a study done in Burkina Faso then helped to clarify many points and give a concrete picture of the concepts which would be useful in carrying out the analysis. This report is devoted to providing an economic analysis of the physical and functional rehabilitation system"

This research focuses on three stakeholders: Microfinance Institutions (MFIs), Persons with Disabilities (PWD), and non-disabled clients. It attempts to highlight the following:

  • Understanding of MFIs about disability, their perceptions of persons with disabilities, and their preparedness to include them as potential clients
  • Concerns and apprehensions of PWD to becoming potential MFI clients
  • Views of non-disabled clients on including PWD in their groups

The study investigates the knowledge and the perceptions about disability among each stakeholder group and attempts to elucidate how that impacts the ability of PWD to access microfinance services. Four microfinance institutions of different geographic areas were studied. The survey inolved 1,000 people of whom 57 were disabled.

The factsheets were developed by Handicap International (HI) as a tool to provide concise information on what victim assistance (VA) is and on how to translate it into concrete actions that have the potential to improve the quality of life of mine/ERW victims and persons with disabilities. The factsheets target States Parties affected by mine/ERW, States Parties in a position to provide assistance, as well as organizations of survivors and other PwD, and other civil society - and international organizations.

Inclusion of youth with disabilities: The business case

This is a how-to guide for companies interested in integrating youth with disabilities into their workforce. "This guide is based on initiatives that are currently tried out by ten companies to employ youth with disabilities in eight countries (Brazil, Chile, China, India, Norway, Republic of Serbia, Singapore and the United States). Good practices and useful insights are identified and explained through first-hand accounts. First, the business case for employing youth with disabilities is made. This section will highlight how two companies benefited from initiatives to employ youth with disabilities. Next, four reoccurring good practices that were cited in the featured cases are given particular consideration:

  • partner with an organization that specializes in disability services;
  • provide (when necessary) disability-accessible skills training;
  • offer recruitment and job placement services;
  • embrace a policy of inclusion and non-discrimination"
