Disability Data Lab learning paper: a practical guide to disability data

The Bond Disability and Development Group (DDG) has commissioned this learning paper to summarise discussions which took place at the DDG’s Data Lab workshop, held in London on 22 October 2019, and to be used as a reference document going forward. This first workshop focused on why organisations need to collect disability data; what tools are available and practical ways in which these can be used. This learning paper provides a summary of these discussions and can act as a guide and reference tool for organisations looking to be more inclusive in their programming, generally, and in their data collection practices, specifically. A number of case studies and numerous resource references are provided.

Guidelines. Inclusion of persons with disabilities in humanitarian action

The guidelines set out essential actions that humanitarian actors must take in order to effectively identify and respond to the needs and rights of persons with disabilities who are most at risk of being left behind in humanitarian settings. The recommended actions in each chapter place persons with disabilities at the centre of humanitarian action, both as actors and as members of affected populations. They are specific to persons with disabilities and to the context of humanitarian action and build on existing and more general standards and guidelines. These are the first humanitarian guidelines to be developed with and by persons with disabilities and their representative organizations in association with traditional humanitarian stakeholders. Based on the outcomes of a comprehensive global and regional multi-stakeholder consultation process, they are designed to promote the implementation of quality humanitarian programmes in all contexts and across all regions, and to establish and increase both the inclusion of persons with disabilities and their meaningful participation in all decisions that concern them.

Rapid review of the inclusion of people with disabilities and older people in gender-based violence (GBV) humanitarian interventions

VOICE has partnered with Elrha to conduct a rapid review to:

1. Improve understanding of how people with disabilities and older people are included in GBV interventions;

2. Assess how strategies for DOAI are aligned with the recently published Humanitarian Inclusion Standards (HIS) for Older People and People with Disabilities;

3. Identify and document positive practice examples of inclusion of people with disabilities and older people in GBV interventions.

 

The VOICE review team collected qualitative and quantitative data through a range of methodologies, including a desk review of formal and grey literature such as programme documentation, and key informant interviews with key stakeholders.​

Representing between 0.2% to 2% of the population, persons with deafblindness are a very diverse yet hidden group and are, overall, more likely to be poor and unemployed, and with lower educational outcomes. Because deafblindness is less well-known and often misunderstood, people struggle to obtain the right support, and are often excluded from both development and disability programmes. This initial global report on the situation of persons with deafblindness seeks to start a dialogue between international disability rights and development stakeholders, and is based on research undertaken by the World Federation of the Deafblind (WFDB) combining the largest population-based analysis of persons with deafblindness conducted to date (disaggregation of 22 population-based surveys from low, middle and high-income countries), an academic literature review, two surveys conducted among members and partners of WFDB and Sense International. Women and men with deafblindness from across the world took part in the Helen Keller World Conference in June 2018, and were consulted to confirm the findings and elaborate on the recommendations for this report.

 

Data and discussion are presented on people with deafblindess and: inequality; poverty; work; education; health; participation on political and public life; and social life. Datasets are included. 

 

Disability and inclusive education - A stocktake of education sector plans and GPE-funded grants

This report was commissioned by the Global Partnership for Education’s Secretariat to take stock of how disability and inclusive education are included in education sector plans in 51 countries, including GPE-funded programs, such as education sector program implementation grants, program documents, implementation progress reports education sector analysis, if applicable, and other relevant GPE program documents.

This report documents progress and highlights the need to step up support to GPE partner countries on disability and inclusive education, to improve consideration of issues around disability and inclusion in education sector analysis and sector planning processes to better promote the achievement of GPE 2020 strategic goal 2, and to fulfill the transformative vision of Agenda 2030

Spotlights are made on areas of the Sustainable Development Goal (SDG) 5, to achieve gender equality and empower all women and girls, and specific targets and indicators are given. The spotlights are on intimate partner violence, harmful practices (including child marriage and female genital mutilation (FGM)), unpaid care and domestic work, women in leadership, sexual and reproductive health and the gender data gap. Data gaps are identified and a five year programme is outlined, Making Every Women and Girl Count, which is designed to provide technical and financial support to countries to improve the production and use of gender statistics in order to monitor the implementation of gender equality commitments in the 2030 Agenda.

It presents an updated compendium of statistics and data (which has been produced thirty years after the initial report) relating to the position of children throughout the world but particularly within the Global South. Protect for the future : placing children's protection and care at the heart of the MDGs

This paper argues that, in relation to children, this vital change in approach must go beyond a consideration of survival, health and education rights already specifically referred to in the millennium development goals (MDGs), to encompass rights relating to children’s protection and care. These include recognition of the central importance of family-based care for child wellbeing, and children’s rights to be free from violence, exploitation, abuse and neglect. It is argued that only through a consideration of such rights will it be possible to make wide-reaching and sustainable progress in efforts to alleviate child poverty, increase access to education, improve maternal and child health, and reduce the spread of HIV and AIDS

Child disciplinary practices at home : evidence from a range of low- and middle-income countries

This report analyses findings on child discipline from 35 Multiple Indicator Cluster Surveys (MICS) and Demographic and Health Surveys (DHS) conducted in low and middle-income countries in 2005 and 2006. Questions on child discipline were addressed to the mother (or primary caregiver) of one randomly selected child aged 2-14 years in each household. The questionnaire asked whether any member of the household had used various disciplinary practices with that child during the past month. The survey covered eight violent disciplinary practices, some of which were psychological (such as shouting and name calling) while others were physical (such as shaking and hitting). The surveys also collected information on three nonviolent forms of discipline, such as explaining why a behaviour is wrong. Finally, interviewers asked the mother (or primary caregiver) about her or his personal beliefs regarding the need for physical punishment in child rearing"

"This document aims to provide sufficient information for policy-makers and planners to develop data-driven and evidence-based programmes for preventing intimate partner and sexual violence against women. Chapter 1 outlines the nature, magnitude and consequences of intimate partner and sexual violence within the broader typology of violence. Chapter 2 identifies the risk and protective factors for such violence and the importance of addressing both risk and protective factors in prevention efforts. Chapter 3 summarizes the scientific evidence base for primary prevention strategies, and describes programmes of known effectiveness, those supported by emerging evi-dence and those that could potentially be effective but have yet to be sufficiently evaluated for their impact. Chapter 4 presents a six-step framework for taking action, generating evidence and sharing results. In the closing section, several future research priorities are outlined and a number of key conclusions drawn"

The human rights violations of disabled women in the context of violence, sterilisation and, motherhood and parenting are discussed. The history, evolution and current structure of the Women with Disabilities Australia (WWDA) organisation are described. Some of the challenges and successes of WWDA are also described including: dealing with authorities; negotiating the local, the national and the global; using the new communication technologies; and forming strategic alliances.
