This seminar report outlines the proceedings and discussions of Handicap International’s seminar “Quality Management of Global Rehabilitation Services: Global Experiences, Innovations and Shaping Future Reform”. The report closely follows the structure of the seminar week, highlighting key information, contributions, discussions and recommendations from the participants.

During the seminar week, the participants from over 12 countries shared positive and challenging rehabilitation responses and analysed the quality of services, focusing upon the management and development of the workforce. Based upon their lessons learned from rehabilitation experiences, the participants then developed short-term and long-term recommendations, to be shared widely with the aim of contributing to the enhancement of global quality rehabilitation

HIV-related disability in HIV hyper-endemic countries : a scoping review

This article presents the results of the first scoping review to examine the extent, nature and range of disability among people living with HIV in HIV hyper-endemic countries. The studies indicate that people living with HIV experience a variety of disabilities. Impairments in body structure/function comprise the majority of data, with particular focus on mental function. Data on activity limitations and participation restriction were limited, however, they were recorded. They indicate severe impact on people’s life and possible adherence. The review argues that the time has come to elevate the focus holistically on health and life-related consequences of living with HIV and to integrate disability into the discussions and approaches to HIV care

Spatial variation in the disability-poverty correlation : evidence from Vietnam

"Poverty and disability are interrelated, but data that can disentangle the extent to which one causes the other is not available. However, data from Vietnam allows us to examine this interrelationship in a way not previously done. Using small area estimation techniques, we uncover three findings not yet reported in the literature. First, disability prevalence rates vary significantly within a county even at the district level. Second, the correlation between disability and poverty also varies at the district level. And most importantly, the strength of the correlation lessens based on district characteristics that can be affected by policy. Districts with better health care and infrastructure, such as roads and health services, show less of a link between disability and poverty, supporting the hypothesis that improvements in infrastructure and rehabilitation services can lessen the impact of disability on families with disabled members"

Disability prevalence among adults : estimates for 54 countries and progress towards a global estimate

This study estimated disability prevalence among adults at global, regional and country levels using internationally comparable disability data and measure. The authors conducted a retrospective analysis of data from the World Health Survey (WHS) (2002-2004) for nationally representative samples of civilian, non-institutionalized populations in 54 countries. A disability was measured as having at least one severe or extreme difficulty with bodily functions (seeing, concentrating) and activities (moving around, self-care) based on an individual’s self-reports
In the 54 countries under study, severe or extreme functional or activity difficulties are highly prevalent. For all countries, disability prevalence is estimated at 14% for all adults. Low and middle income countries have higher disability prevalence compared to high income countries. Among subgroups, disability prevalence stands at 12% among working age adults and 39% among the elderly. Women have higher prevalence than men.
Disability is found to be highly prevalent among adults, with an estimated global prevalence at 14%. Disability deserves enhanced policy attention and resources in public health and international development

Disabled beggars in Addis Ababa, Ethiopia

This study brings together qualitative and quantitative data to better understand the lives of people with disabilities who beg in Ethiopia. It sets out to provide an initial understanding of the lives of disabled beggars with particular emphasis on determining social and economic factors, and sequences of events or patterns of behaviour that are common to people with disabilities who now work as beggars. Chapter 3 provides an overview of the demographic characteristics of the survey respondents, including their education and vocational training levels and work history. Additional attention was directed to identifying possible areas of intervention that might sever the links between disability and poverty. The study yielded a set of results that identify: the complex set of issues with which disabled beggars grapple; a series of points where targeted intervention by governments, UN agencies, NGOs and disabled people's organizations could help break the on-going cycle of disability and poverty; and choices that lead some men and women with disabilities to beg. The study contains recommendations for policy, programming and areas for further research

"This article uses global socio-economic and HIV datasets and compares them to data contained in the most recent World Report on Disability in order to examine the relationship between HIV and disability in Eastern and Southern Africa (ESA). The analysis suggests that disability prevalence may be related to HIV-prevalence in ESA. It identifies research and policy gaps and seeks to shed light on the relationship between the two phenomena. It concludes that, more than any other region in the world, ESA needs to ensure better data collection on disability and the inclusion of disability throughout its HIV programmes in order to provide a comprehensive and appropriate response to the epidemic"

The global status report on road safety 2013 : supporting a decade of action

"This report presents information on road safety from 182 countries, accounting for almost 99% of the world’s population. The report indicates that worldwide the total number of road traffic deaths remains unacceptably high at 1.24 million per year. Only 28 countries, covering 7% of the world’s population, have comprehensive road safety laws on five key risk factors: drinking and driving, speeding, and failing to use motorcycle helmets, seat-belts, and child restraints. This report serves as a baseline for the Decade of Action for Road Safety 2011-2020, declared by the UN General Assembly. This is the second in a Global status report series"

The key informant child disability project in Bangladesh and Pakistan

The Key Informant Method (KIM) has previously been tested by CBM, LSHTM and others, and found to be a valid method for the identification of children with severe visual impairment and blindness in Bangladesh, using community volunteers in the place of a door-to-door survey. This report outlines a study that set out to expand this and test whether voluntary, community-level Key Informants (KIs) could be trained to effectively identify children with moderate or severe physical impairments, sensory impairments (visual and hearing) or epilepsy in Bangadesh and Pakistan, and if so whether this process could be used to assess prevalence and plan appropriate referral services for children meeting these criteria
