"The primary aim of this manual is to provide a guide for woreda governments, NGOs and communities to replicate an older citizens monitoring approach to development in the Ethiopian context. The guidance is developed from the experiences of a pilot project on older citizens monitoring which was implemented in several woredas of Ethiopia.
