Participation in Practice: Examples of inclusive action for a “Participation Revolution”

Humanitarian organizations and donors have committed to change the way humanitarian action is carried out and create a “Participation Revolution.” In this webinar issues addressed included:

  • inclusion of the people and communities affected by humanitarian crises in practice;
  • how organizations are ensuring that the voices of the most vulnerable groups considering gender, age, ethnicity, language, and special needs are heard and acted upon;
  • how program activities and budgets are designed to support the changes that affected people demand


In this webinar, organized on 26 March 2020 by PHAP and the Steering Committee for Humanitarian Response, we took stock of the progress to date on workstream six of the Grand Bargain and heard success stories from the field that can help agencies achieve a sustained change in how they design and deliver their programs.

 

A full transcript is available. Webinar registrants were asked to provide what they thought, in their context, was the most important factor enabling participation in practice and what they thought was the most important factor preventing participation in practice. Answers are provided in an Annex.

This guide highlights the relationship between gender, rights and HIV and AIDS. The impact of HIV and AIDS tends to be greater in unequal settings and stigma and discrimination, often associated with the disease, intensify and reinforce inequality. This document, aimed at programme managers and development organisations, reflects on how gender inequality affects women affected by HIV and AIDS. It explains why women may be at greater risk of contracting the disease, while having poor access to treatment. Women also tend to assume the responsibility of caring for those who are sick, and girls in households affected by HIV are more likely than boys to be taken out of school as a cost-saving measure, and to help in domestic chores. The guide contains a set of checklists to help evaluate the level of commitment to gender equality in programming, funding, communication, networking and advocacy

This handbook presents culturally sensitive approaches to fieldwork. This report puts forward a gender perspective in sexual and reproductive health, and on finding constructive ways to build partnership between men and women. One way of achieving this is through a better understanding of manhood. The report provides an overview of current theoretical and operational knowledge; it proposes programme directions, suggests programme indicators, discusses programming considerations, and informs about innovative approaches used in gender-sensitive reproductive health services and in communication interventions that aim to build partnerships with men. It provides both the rationale for comprehensive and more complex strategies and illustrates recent government, NGO and private sector initiatives. It also underlines the importance of using gender tools on a continuing basis to evaluate service and communication programmes.

Communications framework for HIV/AIDS : a new direction

This framework, the product of a participatory research project on the use of communications for HIV prevention, finds conventional communications that focus on behaviour change limited in their scope and effectiveness. It questions the relationship between knowledge and behaviour, and the stress in ‘behaviour change’ communication on individual change. For sustainable change, the influence of a number of domains of social context need to be addressed, including: political and policy frameworks, gender, socio-economic status, spirituality and religion, and culture. It builds on these domains to create broad regional strategies for communications in Asia, Africa and Latin America and the Caribbean. Its suggestions for future national strategies combine interpersonal communication and mass media in key areas of HIV/AIDS prevention and care. It stipulates that participatory processes are central to designing and operationalising national strategies
