The disability data portal

The Disability Data Portal provides a snapshot of the data globally available on people with disabilities in 40 countries. The portal also identifies where there are gaps in the current body of data. 

The portal was designed for the Global Disability Summit, held on 24 July 2018, and focusses on data relating to four thematic areas: inclusive education, stigma and discrimination, technology and innovation, and economic empowerment. 

The portal presents key development indicators relevant to the Summit themes, mostly drawn from the Sustainable Development Goals (SDGs), along with others relevant to the UN Convention on the Rights of Persons with Disabilities (CRPD)

Online collective identities for autism: The perspective of Brazilian parents

The importance of online communities for parents of people with disabilities has been discussed by many scholars in the fields of Digital and Disability Studies, showing, for instance, the importance of social support and the formation of social ties. In order to contribute to this scholarship, this paper explores how collective identity models are built and circulated by parents of autistic people in one of the biggest Brazilian online communities about the subject, ‘Sou autista… conheça o meu mundo’ (I am autistic…get to know my world). The results were obtained through a digital ethnography, based on participant observation and an exchange of information with the members of the community studied. Based on the data collected, the study concludes that the collective identity models that circulate in this community can be grouped into legitimising, resistant, and project identities, as postulated by Castells (2010). The different views reflect how parents see autism and represent the ways it is treated in Brazilian society.

The focus of this publication is on showing progress of the EU and its Member States towards the goals and targets defined in the Europe 2020 strategy. The analysis of long-term trends, as described by the strategy’s headline indicators, is accompanied by additional contextual information, which improves understanding of the driving forces behind the developments that these indicators show. The current edition builds upon and updates the previous releases. The publication provides analyses based on the most recent statistics in the five thematic areas of employment, R&D and innovation, climate change and energy, education, and poverty and social exclusion. Each area is analysed in a dedicated chapter. An executive summary outlines the main statistical trends observed in the indicators. Additional country profiles describe the progress of each Member State towards its national Europe 2020 targets

Una Vida Sin Palabras?: Disability, Subalternity and the Sandinista Revolution

This paper offers an analysis of the documentary film, Una Vida Sin Palabras [A life without words] (2011). The film follows a short period in the lives of a campesino family living in a rural area of Nicaragua as a teacher of Nicaraguan sign language, working for a local NGO, endeavours to teach three deaf siblings how to sign. Bringing together the critical practices of Disability and Subaltern studies in the specific context of contemporary Nicaragua, the paper argues: (1) that the film ultimately re-inscribes and reinforces the subalternity of the disabled subjects it sets out to portray; and (2) that the hierarchy it produces between its object – the deaf family – and its implied educated, metropolitan audience replays some influential (but, we would argue, politically limited) critiques of the failure of the first Sandinista Government (1979-1990) and other broad based radical political movements to represent the national popular. In so doing, the paper also makes a case for the political and intellectual importance of bringing a Critical Disability Studies perspective to the field of Subaltern Studies, and argues that an engagement with the problems that are presented by this film at the level of both form and content raise some important questions for both fields of enquiry.

"This report presents information on road safety from 182 countries, accounting for almost 99% of the world’s population. The report indicates that worldwide the total number of road traffic deaths remains unacceptably high at 1.24 million per year. Only 28 countries, covering 7% of the world’s population, have comprehensive road safety laws on five key risk factors: drinking and driving, speeding, and failing to use motorcycle helmets, seat-belts, and child restraints. This report serves as a baseline for the Decade of Action for Road Safety 2011-2020, declared by the UN General Assembly. This is the second in a Global status report series"

The focus of this report is on data systems and measurement issues with regard to ICT, including aspects of data availability, international comparability and quality, as well as content. The overall aim is to support the development of national, regional and international data systems and indicators that are comprehensive, policy relevant and reliable for the proper understanding, monitoring and development of a sustainable and equitable information/knowledge society. The first part of this report includes a stocktaking of selected global ICT data from a variety of sources. This is followed by a discussion of the limitations of the existing data as well as barriers and problems that might be encountered in collecting of such data. The final section of the report discusses what data might be of value to collect in the future. The report concludes with a series of recommendations

This paper sets out an approach to disability and development based on the social model of disability. It states that national and international statistics on the incidence of physical and/or mental impairment provides a partial and often misleading notion of the social reality of disability in developing countries. They should therefore not be used to gauge the needs of disabled people or to estimate the costs or benefits of programmes. The paper argues for the need to formulate an integrated strategy towards disability and development. It recommends that specific criteria be adopted for judging project concept notes and proposals and makes recommendations regarding the choice and weighting of criteria. It also provides a set of recommendations for: DFID in general; DFID in relation to its Disability Knowledge and Research (KaR) programme; the Disability KaR programme managers; further work to be undertaken

This report documents an initiative that, through its methods and focus, aimed to provide a realistic starting point to understanding the impact of information on development. It consisted of a electronic conference, followed by a workshop through which ideas about information and evaluation were shared and built upon. The report weaves together the input of dozens of information users and providers, policymakers, information scientists, and others from the South and the North, and presents a preliminary assessment framework as a starting point to future work in this area
