Strengthening mental health system governance in six low- and middle-income countries in Africa and South Asia: challenges, needs and potential strategies

The aim of this study was to identify key governance issues that need to be addressed to facilitate the integration of mental health services into general health care in the six participating "Emerald" countries (Ethiopia, India, Nepal, Nigeria, South Africa, and Uganda).  The study adopted a descriptive qualitative approach, using framework analysis. Purposive sampling was used to recruit a range of key informants, to ensure views were elicited on all the governance issues within the expanded framework. Key informants across the six countries included policy makers at the national level in the Department/Ministry of Health; provincial coordinators and planners in primary health care and mental health; and district-level managers of primary and mental health care services. A total of 141 key informants were interviewed across the six countries. Data were transcribed (and where necessary, translated into English) and analysed thematically using framework analysis, first at the country level, then synthesised at a cross-country level.

‘Ask us what we need’: Operationalizing Guidance on Disability Inclusion in Refugee and Displaced Persons Programs

Persons with disabilities remain one of the most vulnerable and socially excluded groups in any displaced community. Barriers to accessing humanitarian assistance programs increase their protection risks, including risk of violence, abuse and exploitation. Women’s Refugee Commission has been supporting the United Nations High Commissioner for Refugees and implementing partners to translate guidance on disability inclusion into practice at field levels through the provision of technical support to eight country operations. In the course of the project, WRC has consulted with over 600 persons with disabilities and care-givers and over 130 humanitarian actors in displacement contexts. Key protection concerns identified include a lack of participation in community decision making; stigma and discrimination of children and young persons with disabilities by their non-disabled peers; violence against persons with disabilities, including gender-based violence; lack of access to disabilityspecific health care; and unmet basic needs among families of persons with multiple impairments. Suggested strategies to further advance disability inclusion in humanitarian programming include: strengthening identification of protection risks and case management services for persons with disabilities; facilitating contextspecific action planning around key guidelines; and engaging the disability movement in advocacy on refugee issues.

Including disability in HIV policy and programming : good practices drawn from country-based evidence

The purpose of this document is to share good practices and processes concerning the inclusion of disability issues in HIV policy and programming, drawing on specific experiences in Senegal, Ethiopia, Kenya, Rwanda and Cambodia and on lessons learned at international AIDS conferences. More specifically, it is intended to 1) provide a clear indication to HIV and AIDS practitioners that disability mainstreaming in HIV and AIDS is indeed possible and workable in various contexts and by implementing specific steps/initiatives; 2) transfer concrete knowledge and practices to disability stakeholders, including disabled people's organisations, on how to work in HIV and AIDS; and 3) persuade HIV-related development partners that more investment is needed to develop this knowledge base in order to bring about practical changes at micro, meso and macro levels, as well as among the population. The good practices are also intended to inspire and motivate other organisations and agencies to use and replicate them in other contexts and countries, if/when they are adapted to the needs and situations of people with disabilities and communities

This study analyses data from 10 countries and sheds new light on the prevalence of violence against women in countries where few data were previously available. It also uncovers the forms and patterns of this violence across different countries and cultures, documenting the consequences of violence for women’s health. This information has important implications for prevention, care and mitigation... The high rates documented by the Study of sexual abuse experienced by girls and women are of great concern, especially in light of the HIV epidemic. Greater public awareness of this problem is needed and a strong public health response that focuses on preventing such violence from occurring in the first place...This study will help national authorities to design policies and programmes that begin to deal with the problem"

This document sets out the strategic issues facing Ethiopia as it plans its response to the HIV and AIDS epidemic. Issues include capacity, community mobilisation, mainstreaming HIV in health programmes, coordination and networking, and targetting vulnerable groups. This document lists objectives under each of these headings, and strategies that will be used to achieve them. Each strategy is then listed with corresponding 'major activities' (milestones), indicators, verification method, and responsible bodies (mostly regional health bureaux, Ministry of Health, HAPCO and other stakeholders). The report includes a statement about budget requirements and allocations, governance, monitoring and evaluation, the roles of the different stakeholders, and a list of relevant documentation (manuals, guidelines, policy documents)

In 1998 the Ethiopian government scaled up the response to HIV/AIDS by forging a multi-sectoral and multi-level partnership with various stakeholders. A national policy on HIV/AIDS was enacted in August 1998. This resulted in a Strategic Framework for the National Response to HIV/AIDS in Ethiopia for 2001-2005. This monitoring and evaluation framework was developed to strengthen the multi-sectoral response to HIV/AIDS, to systematically track progress and evaluate the effects of the national response, and to meet the international reporting requirements for funds secured to fight HIV/AIDS in the country. It covers basic monitoring and evaluation concepts, an implementation strategy, national level indicators and resource requirements
