The Rohingya humanitarian crisis response in Cox’s Bazar (CXB) is a fairly new and complex experience for the humanitarian aid workers in Bangladesh. Aid workers are responsible for responding effectively in a very demanding context and acquire certain skills and competencies to adapt to the extreme workload. Since the current response in CXB began in 2017, local humanitarian aid workers (LHAWs) have gathered tremendous amount of learnings and experiences.

 

The objective of this LNA is to outline the knowledge, skills, capacity gaps and learning needs of LHAWs working in CXB. 

 

This LNA focuses on understanding LHAWs’ skills, knowledge and behaviour - both operational & technical. It analyses individuals' ability to contribute and implement response plans and respond effectively to the humanitarian crisis. Analysis focuses on understanding LHAWs’ capacity in addressing the needs of specific beneficiary groups such as children, women & girls, people with disability (PwD), elderly and people with chronic health issues. Quantitative and qualitative data was collected in November 2019.

This guidebook was produced to build the capacity of Communities of Practice members on inclusive Disaster Risk Reduction (DRR). IIRR and Give2Asia hope that this guidebook will help CBOs in Asia make their disaster preparedness programs more inclusive and sensitive to the needs of vulnerable groups in communities.

There are 3 parts: 

Part 1: Principles and practice of inclusion in DRRM and disaster preparedness 

Part 2: Dimensions of Inclusive Disaster Preparedness

Part 3: Practical tools and strategies in inclusive disaster preparedness - including: Hazard vulnerability and capacity assessment; Early warning system and Emergency preparedness

 

This guidebook aims to:

1. Enable partner CBOs to delve into strategic planning, approaches and tools on Inclusive DRR;

2. Provide alternative learning avenues for sectors to shift paradigm: from looking at excluded groups as “the recipient, or an object” into a more equitable gender-fair and humane categorization, such as intervenors or pro-actors;

3. Provide samples of standard platforms and protocols on inclusive disaster risk assessment, structural framework, gender-mainstreaming and paralegal support systems

4. Develop a community of learning (COL) in sharing inclusion on rights, advocacy, livelihoods, and entitlements

Pacific regional consultation – IASC guidelines on inclusion of persons with disabilities in humanitarian action

The Pacific Disability Forum (PDF), in partnership with the Inter-Agency Standing Committee (IASC) Task Team on Inclusion of Persons with Disabilities in Humanitarian Action and the International Disability Alliance (co-chair of the Task Team), held a regional multi-stakeholder consultation for the Pacific in Nadi, Fiji from 24 – 25 January 2018.

The workshop was the first in a series of regional consultations which will support the development of the IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action (“the Guidelines”). 

The Guidelines will assist humanitarian actors, governments, affected communities and organizations of persons with disabilities to coordinate, plan, implement, monitor and evaluate essential actions that foster the effectiveness, appropriateness and efficiency of humanitarian action, resulting in the full and effective participation and inclusion of persons with disabilities and changing practice across all sectors and in all phases of humanitarian action. 

Towards Inclusion - A guide for organisations and practitioners

This guide is the result of collaboration between Light for the World (LFTW), Mission East (ME), and ICCO Cooperation.

Based on decades of experience of working with the most marginalized and excluded communities, the three organizations cooperated to record their experiences in a publication which can be used in a variety of relief and development contexts. ‘Towards Inclusion’ is designed to be an easy to use reference for organizational and program/project development with a focus on gender responsiveness and disability inclusion.

The guide is made up of three parts:
• the first part guides users through the process of organizational self-assessment to determine readiness to change and identify key steps towards becoming a more inclusive organization.
• the second part introduces the ACAP framework, as a means of improving inclusion in programming via Access, Communication, Attitude and Participation. A range of tools for measuring and improving inclusion at all stages of the project cycle are provided.
• the third part provides guidelines for the people or ‘change facilitators’ who will guide organizations through the process of change towards becoming more inclusive.

The publication can be found at “Towards Inclusion Guide” and the accessible version of the publication can be downloaded. Both are free of charge.

Capacity building. ADD international’s approach. A learning paper

In 2016 ADD commissioned an independent learning review of their Capacity Building model. The review focused on ADD experience in Cambodia and Bangladesh, and was carried out by Anne Garbutt of INTRAC and Brenda Lipson of Framework. The review confirmed that the ADD approach is working as they thought, that it is effective, and that it contributes to positive change in line with ADD Theory of Change.

2. To understand and subsequently inform the knowledge base of village volunteers (Kaders subsequently referred to as cadres) and DRR administrators about DiDRR at local and national levels in Indonesia

This report is a supplement to the Technical Report 'Capacity Building for Disability Inclusive Disaster Risk Reduction in Indonesia'. Disability Inclusive Disaster Risk Reduction (DiDRR) is increasingly recognised as an important component of community resilience in the event of a natural disaster as documented in the recent outcome of the 3rd World Conference, the Sendai Framework for Disaster Risk Reduction 2015-2030. Central to DiDDR is people with disabilities themselves and their capacities to participate in, and contribute to disaster risk reduction policies, practices and programs

 

The Practitioner Guidelines provide orientation to the Work Packages undertaken to build the capacity of people with disabilities in disaster risk reduction in Indonesia as part of the Australian Government Department of Foreign Affairs and Trade Australian Development and Research Awards Scheme funded project, 2013-2015, Promoting the Inclusion of People with Disabilities in Disaster Management in Indonesia. These Work Packages formed one component of the project with knowledge transfer and capacity building supplemented by other methods within the project, including coaching and sponsoring participation of select trainees at key post-2015 DRR policy events

This report assesses seven capacities of organisations of people living with HIV and other HIV network organisations to see what makes a well-functioning network. These capacities are: involvement and accountability; partnership alliances; leadership; knowledge and skills; internal communication; impact, outputs and external communication; and management and finance. The report looks at four network organisations in Eastern and Southern Africa, with secondary research drawn from networks in Bangladesh, Nepal and India. The findings and recommendations cannot be applied universally to capacity strengthening in all network organisations, but need to be adapted to the context of each particular group

This is the report of a two-year project to reduce the vulnerability of women and girls in Africa to HIV and AIDS, using Stepping Stones - a gender-focused participatory process that involves working closely with peer groups. The project's other objectives were to: build the capacity of local structures to respond; promote community responses through effective partnerships and advocacy actions; and find out whether Stepping Stones could be used effectively in unconventional settings with a range of population groups such as the nomadic Mucubai tribe in Southern Angola, internally displaced people living in camps in Northern Uganda, and the 21st Battalion of the Angolan armed forces. Key findings include: improvements in the level of knowledge and understanding of HIV/AIDS and increased communication around sexual issues and between couples and within communities, across all three countries, as well as an increased sense of community responsibility for HIV and AIDS. In addition there was patchy evidence of stigma reduction and some reduction in risky cultural and sexual practices. Although increased respect for women, including self respect and a reduction in gender violence was also noted, female subordination in decision making and control over resources remains. Stepping Stones was on the whole considered to be adaptable for use in a wide range of contexts although more thought was needed to develop effective strategies to combat obstacles when using this process in some circumstances

Distorted image of AIDS and orphaning in Africa

This is an interesting response to an article in the Washington Post, which described the horrific impact that AIDS had on a family in Kenya. Williamson responds by saying that the article promotes a distorted image of Africa, an image that is promoted by most US news coverage on HIV/AIDS. News coverage is of statistics and tragic stories, but not of responses that are being made at the community level to protect and care for orphans and other vulnerable children. He suggests that this lack of recognition of the actual capacity of communities in Africa makes it difficult to convince US donors of the importance of strengthening first line responses to the impact of HIV/AIDS which are ultimately family and community capacities
