This guidance aims to give humanitarian actors a guidance for developing their accountability mechanisms in the context of mixed migration, with a focus on complaints and feedback mechanisms. Excellent guidance already exists on how to implement feedback and complaint mechanisms in humanitarian contexts, and this is not intended to replace or duplicate those. It should be read as a supplement, to provide additional reflection for humanitarian actors working in migration contexts.
The development of this guidance was based on a review of existing literature, including research studies, guidelines and training materials. More than 30 interviews were conducted with representatives of more than 20 organisations working in Africa, the Americas, the Middle East and Europe. Particular support was received from Start Network’s MERF member organisations.
Overall, young people today are better off than previous generations, but many are still severely hindered by a lack of education, poverty, health risks, unemployment and the impact of conflict. The World Youth Report 2003 provides an overview of the global situation of young people. The first ten chapters focus on the priority areas of education, employment, extreme poverty, health issues, the environment, drugs, delinquency, leisure time, the situation of girls and young women, and youth participation in decision-making as identified by the World Programme of Action for Youth (WPAY) adopted by the General Assembly in 1995. The remaining five chapters address some of the newer issues that were later identified as additional priorities for youth and were adopted by the United Nations Economic and Social Council (ECOSOC) in 2003

It finds that ICTs are being integrated into wider community-based activities and adapted to fit different contexts. It follows on from the paper "Discovering the Magic Box". It finds that there are still few examples of community-driven and locally appropriated ICT initiatives and an absence of standards or guidelines to evaluate ICT-based projects. The book includes some analytical frameworks and indicators to identify good practice and evidence of impact A significant development has been in the growth of telecommunications, in particular mobile phones, that are relatively cheap and powerful tools for poor communities, even in remote areas. The book concludes that the power of oral communication through telephones and radio cannot be underestimated. The book proposes that the main challenge is to adapt the new, usually computer-based ICTs to the needs of poor, predominantly oral-based communities so that they can be appropriated effectively and quickly
