National labour force surveys (LFS) are the main source behind essential headline indicators of the labour market and the world of work. A wide range of economic and social policies, from monetary and fiscal policies to employment, decent work, vocational education and training, and a wide range of poverty reduction and social inclusion policies depend on labour force surveys as their main source of statistics for informed decision-making and monitoring.

To support countries in developing their national LFS, the ILO Department of Statistics maintains a set of model LFS resources to support PAPI and CAPI data collection. The ILO model LFS resources consolidate existing good survey practice and new approaches following evidence from ILO’s LFS testing programme to support the collection of work and labour market data, aligned with the latest international standards.

 

An add-on module has been introduced (July 2020) "Functional difficulties and barriers to employment" concerned with different barriers to labour market integration of persons with disabiliities.

Accountability to affected people (AAP)

This replication guidebook is a tool that aims to highlight the link between social exclusion and poverty and is based on the premise that a country cannot achieve its development targets, if a section of its people is left behind.

 

This guidebook aims to show practitioners practical ways of working on economic development that inclusive of socially excluded groups such as women, people with disabilities, people living in poverty, etc. It provides corresponding concepts, explains the steps and suggests tools that may help practitioners use and adapt to their context. The context of this book are based on field level experience of the project team of the Inclusive Economic Development project.

Using the Washington Group Questions in humanitarian action (learning toolkit on disability data collection)

Humanity & Inclusion has created a learning toolkit to improve the collection of quality data on persons with disabilities and improve its use by humanitarian organisations.

 

Until now, existing guidance on the Washington Group Questions (WGQs) has been specific to national data collection efforts on persons with disabilities. To address the lack of guidance for humanitarian actors, Humanity & Inclusion (HI) is launching a learning toolkit on collecting data in humanitarian action, which includes an e-learning, a training pack for enumerators and various supporting resources that can all be found on the HI website.

 

Gathering evidence on the use of the WGQs in humanitarian action:

To respond to the need to collect, analyse and use data on persons with disabilities in humanitarian action, HI has been implementing a project, funded by the UK Department for International Development, to test and assess the use of the WGQs in humanitarian action. An action-research was carried out with over 30 humanitarian partners in Jordan, the Democratic Republic of Congo and the Philippines, with the evidence used to develop learning materials.

 

Development of a learning toolkit for humanitarian actors:

In addition to the findings of the action-research, HI gathered inputs from over 30 humanitarian organisations working in 22 countries to inform the design of the learning toolkit. Specific focus was given to the development of open source materials that would be accessible with screen readers, on mobile phones, and in hard to reach locations. The content was then informed by selected subject matter experts in inclusive humanitarian action and data collection.

 

What is included in the toolkit?

An e-learning on Collecting Data for the Inclusion of Persons with Disabilities in Humanitarian Action – The Application of the WGQs providing an entry point for humanitarian actors who would like to understand how to plan for and use the WGQs.

A Training Pack for enumerators giving guidance, session plans and activities to deliver training on using the WGQs (developed in collaboration with RedR UK).

Supporting resources providing practical guidance on the application of the WGQs in humanitarian contexts.

 

Who is this for?

The toolkit is tailored to a full range of humanitarian actors who would like to understand how to use the WGQs in their own work and organisations. The content has also been designed to provide technical guidance for programme and technical staff: with a practical focus on different topics relevant for the use of the WGQs –from the human rights based approach that underpins them, to their planning, use and the analysis of the data produced.

 

Where is the Toolkit available?

The e-learning is available now on disasterready.com and on Kayaconnect.org (accessible for mobile phones and tablets). Organisations interested in hosting the e-learning are welcome to contact the project team members. From 2013 to 2017, the Uniting to Combat Neglected Tropical Diseases (“Uniting”) partnership has produced an annual scorecard and report to celebrate progress and highlight the principal challenges. The Uniting partnership reviewed the scorecard approach in 2017. The initial scoring process was associated with several challenges in terms of inconsistent indicators across diseases and the number of subjective judgements required to arrive at a final score. The scorecard review resulted in a transition from a scoring approach to a collaborative assessment of progress, gaps and priorities, and identification of areas for collective action. Two new tools replaced the scorecard: the Action Framework and the Impact Dashboard. The Action Framework is a standardized gap analysis tool. It uses qualitative input from stakeholders across the NTD community and fosters dialogue and collective action among a broad set of stakeholders. The Impact Dashboards display quantitative data sourced from WHO and pharmaceutical companies, with standardized indicators across the PC and IDM diseases, to provide a high-level view of impact and gaps at the global level. 

Digital Accessibility Toolkit

The purpose of this toolkit is to share a selection of tools and recommendations pertaining to the accessibility of Information and Communication Technologies (ICT). Based on international standards and a scan of available technologies, these tools and recommendations are intended to contribute to the social and economic inclusion of persons with disabilities by ensuring that information is equitably accessible.

The goals of this toolkit are:

  • To outline the key international frameworks around digital accessibility and why it is critical for inclusion of persons with disabilities.
  • To link people with tools, practice examples, free online training, and other resources so that their practice is digitally accessible.
  • To ensure that digital accessibility is an inherent aspect of daily practice.
  • To align the practices of those working with and for CBM. 

This toolkit is intended to be used as a guide and practice resource by people working with and for CBM so that we produce accessible digital content and communications, and place accessibility at the centre of our ICT procurement processes. We hope that the toolkit will be a resource for the wider community of persons with disabilities, Disabled People’s Organisations (DPOs), and nongovernmental organisations (NGOs).

The manual is structured in three parts.

  • Part One “Epidemics of the 21st century” provides vital insights on the main features of the 21st century upsurge and the indispensable elements to manage them.
  • Part Two “Be in the know. 10 key facts about 15 deadly diseases” contains key information about 15 diseases (Ebola Virus Disease, Lassa Fever, Crimean-Congo haemorrhagic fever, Yellow Fever, Zika, Chikungunya, Avian and Other Zoonotic Influenza, Seasonal Influenza, Pandemic Influenza, Middle East Respiratory Syndrome, Cholera, Monkeypox, Plague, Leptospirosis and Meningococcal Meningitis). This section provides tips on the interventions required to respond to epidemics of all these diseases.

Toolkit for understanding and challenging leprosy related stigma for Civil Society Organisations in India

This Inclusive Cities Tool Kit presents an integrated approach to inclusive urban development (IUD).

 

This tool kit presents concepts and strategies for addressing technical and institutional challenges related to shelter, infrastructure, transport, climate change, and disaster risk management. Chapter 1 presents an IUD framework that sets out the underlying principles of accessibility, affordability, resilience, and sustainability for an integrated approach to IUD investments. It outlines the process for undertaking an inclusive urban assessment. Chapter 2 sets out a toolbox that includes assessment methodologies, implementation tool kits, and other resources for each step in the process. The tools are designed to mesh across three phases of the development of an inclusive urban redevelopment project—the initial data gathering, the assessment and options development, and the prioritization of preferred options.

 

This tool kit has been prepared for ADB staff and other stakeholders to engage in IUD programming and implementation as an integral component of the ADB lending programs in DMCs. It is a guide to assist staff in supporting city governments in DMCs to prepare and implement IUD plans. HUMAN RIGHT TOOLKIT FOR WOMEN AND GIRL WITH DISABILITIES

 

International human rights law recognises women and girls with disability as women and girls with rights, able to make decisions about our own lives. The Australian government has agreed to take action to make sure all women and girls with disability enjoy all the human rights described in the Conventions, Treaties, Covenants and Declarations it has agreed to or supported. Yet, very few of us know about our rights. Importantly, very few of us know how they are relevant to our life, and the lives of our families, friends, and communities. Learning about our human rights – what they are and how to have our rights respected – is important to achieve positive and lasting change for all women and girls with disability. We need to take action, individually and together, so that all of us can demand and enjoy our human rights.

A Toolkit on Disability for Africa has been developed by the United Nations Department of Economic and Social Affairs (UNDESA), Division for Social Policy and Development (DSPD). It is designed for the African context and aims to:

  • Provide practical tools on various disability-related issues to government officials, members of parliament, civil and public servants at all levels, disabled persons organizations (DPOs) and all those with an interest in the inclusion of persons with disabilities in society and development;

Human rights toolkit for women and girls with disabilities. First edition.

A Toolkit for women or girls with disabilities to learn more about human rights and how this knowledge can be used to achieve change in their own lives or the lives of others. Following an introduction about why this Toolkit is needed,  a brief overview of five key human rights issues that women and girls with disability in Australia have identified as most important to them is provided. Section 3 provides information about what human rights are and also gives a brief overview about Australia’s international human rights obligations. Sections 4 and 5 focus on the Convention on the Rights of Persons with Disabilities (CRPD) and the Convention on the Elimination of all forms of Discrimination Against Women (CEDAW), examining the main ‘Article’ from each, that deals with the important urgent issues that have been identified by women with disability in Australia, which are: Violence; Decision-Making; Participation; Sexual and Reproductive Rights; and, Employment. For each of these issues, the words of the main Article (as it appears in the CRPD and CEDAW) are provided and explained in practical terms, and examples are given of what governments have to know and do. Information from WWDA members and supporters about some of the key changes which need to happen is given. Different ideas of what women and girls with disability can do to help achieve change and promote the rights of all women and girls with disability are given and some sample letters and ‘talking points’ for phone calls to a local Member of Parliament, or a government Minister or advisers are provided.   

Roads to inclusion, a tool for identifying progress in community-based rehabilitation projects

The roads to inclusion tool has been developed by ENABLEMENT (the Netherlands) and LIGHT FOR THE WORLD on the basis of an action research programme carried out in Burkina Faso, Ethiopia and North East India. Communities in two sites of each country were asked to define what inclusion meant to them and those definitions were used as a basis for developing this tool. LIGHT FOR THE WORLD and ENABLEMENT hope this tool will support CBR teams in assessing communities’ progress in becoming more inclusive of persons with disabilities and planning activities to further the inclusion process. It promotes reflection on changes related to inclusion rather than judging projects on the impact of their work, and is thus not a tool for impact evaluation or comparing inclusion between different countries and cultures. The tool can be used in a variety of contexts. We recommend adjusting it to fit your organisation’s needs and seeing it as an inspiration on how it could be done, not as a prescription on how it should be done

This is the third Technical Report in a three part series for the two year DFAT Australian Aid funded project (2013-2015), Promoting the Inclusion of People with Disabilities in Disaster Management in Indonesia. This report details the development, refinement and field–testing of the Disability Inclusive Disaster Resilience (DiDR) tool. The purpose of the DiDR tool is to identify the resilience and capabilities of people with disabilities to natural disasters in their family and community setting. The tool is designed to be used by people with disabilities, their families or carers and thereby to promote the inclusion of people with disabilities in Disaster Risk Reduction (DRR) policy making and strategy implementation. The tool assesses the resilience of people with disabilities by bringing together four components known to be fundamental to disaster risk reduction: the individual’s functioning status, their level of participation in their communities, the physical vulnerability of their place of residence, and individual risk predictors known to influence the behaviour of the general population before, during and after a natural hazard emergency. In February and March 2015, the survey teams administered the DiDR Tool by interviewing 289 people with disabilities or their carers in four Indonesian Districts affected by diverse natural hazards 

Disability-inclusive development toolkit

This toolkit is designed as a resource for CBM that can be used in a variety of ways: to support staff induction, team meetings, refresher days and training workshops. It can also be used as a tool for personal reflection and self-study. Tips for those intending to use it as a training resource are shaded differently.

 

The toolkit is presented in four main chapters targeting different audiences. Chapter 1: DID an introduction; Chapter 2: DID for managers; Chapter 3: DID for programme staff; Chapter 4: Inclusive training and facilitation. The content of the four chapters can be combined and adapted as needed. The materials can be used flexibly and are not intended to be prescriptive. They are primarily intended for use by CBM staff and highlight CBM guidelines and reference documents. They are intended to give CBM staff and partners more confidence in applying disability inclusion in their work

and speaking with one voice.

 

Each chapter includes links to signpost other reliable resources/ websites and portals where people can find further relevant information, both external links for all users and internal links for CBM employees only. A glossary of key terms is also presented at the end in alphabetical order to aid understanding and clarity on key terms used throughout the DID toolkit
