This report assesses the policies of the Nordic country governments on international disability issues following the Global Disability Summit in London, July 2018. The SDGs requirement for new focus on inclusion is highlighted and the report aims to strengthen the cooperation between civil society organisations and government in order to fulfill the ambitious 2030 agenda
People with disabilities are at a heightened risk of communicable and non-communicable diseases and these diseases can cause debility and disability. Health needs of these people often extend beyond requiring continual longterm medical support to addressing broader social inequities. Key areas that are likely to be critical in re-orientating health systems from a biomedical approach towards inclusive health systems that are more responsive to the needs of people with debility and disability in low and middle-income countries (LMICs) are offered in this report and cover the following:

- 2. Responding to issues of access in mainstreaming disability within health systems
- 3. Ensuring the provision of specialised services
- 4. Community based rehabilitation

This K4D helpdesk report identifies information since 2013 concerning:
- data on the state of persons with disabilities in Lebanon
- assessments of laws on the rights of persons with disabilities in Lebanon
- analyses of the political, social, cultural, and economic context for persons with disabilities in Lebanon
Issues particular to persons with disabilities amongst Syrian refugees within these aspects are identified where possible.
The state of knowledge and gaps are discussed.
Over the course of a three-year project the Leonard Cheshire Research Centre worked with research teams in four countries: Kenya, Sierra Leone, Uganda and Zambia to better understand the relationship between disability and development in each country across four domains: education, health, labour markets and social protection. This mixed methods research used a range of interrelated components, including policy and secondary data analysis, a household survey of 4,839 households (13,597 adults and 10,756 children), 55 focus group discussions and 112 key informant interviews across the four countries.
This report explores key findings in relation to education. Key findings discussed include school attendance, cost of education, inability to learn and gap in educational attainment.
Disaster risk management aims to address vulnerability in order to reduce risk and therefore needs to consider the full range of vulnerability drivers, including those that affect persons with disabilities. This report presents the results of comprehensive review of the state of practice in disability-inclusive Disaster risk management (DRM) undertaken by GFDRR (Global Facility for Disaster Reduction and Recovery). The report is intended to help World Bank staff incorporate persons with disabilities and a disability perspective into their ongoing DRM work. The report will also be of interest to other development actors and stakeholders working on DRM.
This guide shares good practices and challenges that have emerged through the experience of the Age and Disability Capacity Programme (ADCAP) implementing partners, in embedding inclusion of older people and people with disabilities within their humanitarian policies and practices. All mainstream and specialist organisations engaged in humanitarian responses can learn and benefit from this experience. This guide complements the ‘Humanitarian inclusion standards for older people and people with disabilities’ (see Appendix 4), by documenting practices that will help humanitarian organisations to systematically include older people and people with disabilities.
Nine change themes that reflect successful inclusion practices emerging from the ADCAP experience are presented. Each theme includes analysis — using examples of action from ADCAP implementing organisations, a set of good practice action points, and case studies detailing how change was brought about in different implementing organisations
In support of the run-up to the 2020 GEM Report on inclusion and education, this paper contains summarised content related to disabilities and education in previous Global Education Monitoring (GEM) Reports since 2010. Reports cited from 2010 and 2015 monitored countries in the Global South. The GEM Report started monitoring countries in the Global North from the 2016 Report onwards only.
Topics covered include: compliance monitoring; the role of civil society organisations; lack of data; marginalisation; data on primary school attendance; intersection with other disadvantages; different education related challenges; and ten education policies to counteract marginalisation.
The Pacific Disability Forum (PDF), in partnership with the Inter-Agency Standing Committee (IASC) Task Team on Inclusion of Persons with Disabilities in Humanitarian Action and the International Disability Alliance (co-chair of the Task Team), held a regional multi-stakeholder consultation for the Pacific in Nadi, Fiji from 24 – 25 January 2018.
The workshop was the first in a series of regional consultations which will support the development of the IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action (“the Guidelines”).
The Guidelines will assist humanitarian actors, governments, affected communities and organizations of persons with disabilities to coordinate, plan, implement, monitor and evaluate essential actions that foster the effectiveness, appropriateness and efficiency of humanitarian action, resulting in the full and effective participation and inclusion of persons with disabilities and changing practice across all sectors and in all phases of humanitarian action.
Inclusive development is about creating societies that value and enfranchise all marginalised groups. It is often not difficult to open up development projects to persons from these marginalised groups. But it does take time before organisations are willing and able to fully commit to inclusion.
Towards Inclusion aims to support organisations who wish to commit to an inclusive approach. It establishes the rationale for inclusion and provides technical advice and tools for putting theory into practice. It is intended to be used as a reference during organisational development, as well as a tool to support good practice in implementation.

This guide consists of three parts. The first part guides the reader through the process of assessing whether or not the organization is ready to change towards becoming a more inclusive organization. The second part introduces the ACAP framework, which sets up a way of approaching inclusion via focus on the areas: Access, Communication, Attitude and Participation. It then demonstrates how the framework can be applied to projects and programmes. The third part provides guidelines for the people who will guide organizations through the process of change towards becoming inclusive of persons from marginalized groups
This research was commissioned on the occasion of the 2017 High-level Political Forum (HLPF) in New York to investigate how far the global commitment to disability has translated into implementation, monitoring and reporting processes at national and sub-national level. Four case studies were commissioned, exploring the extent of disability inclusion in alignment with the SDGs in Bangladesh, Kenya, Sierra Leone and Zambia. DPOs played a pivotal role in the research, with more than 40 DPOs consulted through key informant interviews and focus group discussions. In Zambia, the research was implemented by a local DPO – the Zambia Federation of Disability Organisations (ZAFOD). A literature review identified internet-based policy, legal and strategic documents related to disability and the 2030 Agenda, as well as documentation and reports on different SDG nationalisation initiatives.
This progress review aims to: provide a synthesis of the understanding of the additional barriers that girls with disabilities face in education; highlight effective or promising approaches and programmes addressing these barriers, including policies and legislation; point to gaps in evidence; and provide recommendations on a way forward. An internet search of relevant grey and academic literature on gender-responsive inclusive education was carried out. A search of websites of (inter) national non-governmental organisations, donors, and research institutions on the subject of gender-responsive inclusive education was conducted. In addition, requests for information on gender-responsive inclusive education interventions were submitted to platforms such as the Pelican Initiative and the Gender and Development Network UK. Subsequent referral to contact persons was followed up via email and phone with requests for sharing of studies, evaluations, progress reports, and other relevant documents of interventions.

Landmine Monitor 2016 provides a global overview of the landmine situation. Chapters on developments in specific countries and other areas are available in online Country Profiles at www.the-monitor.org/cp. Landmine Monitor covers mine ban policy, use, production, trade, and stockpiling, and also includes information on contamination, clearance, casualties, victim assistance, and support for mine action. The report focuses on calendar year 2015, with information included up to November 2016 when possible.
This Guidance was developed by the Convention on Cluster Munitions Coordinators for 2016 and 2017 on Victim Assistance (Australia, Chile and Italy) and Cooperation and Assistance (Austria, Iraq and Australia), with technical support from Handicap International, through funding provided by the Government of Australia. The Coordinators collected the range of good practices and national examples of effective implementation of an integrated approach presented in the Guidance. The dual imperatives of this integrated approach are to: (1) ensure that as long as specific victim assistance efforts are implemented, they act as a catalyst to improve the inclusion and well being of survivors, other persons with disabilities, indirect victims and other vulnerable groups; and (2) ensure that broader efforts actually do reach the survivors and indirect victims amongst the beneficiaries.
This report was prepared to inform the discussions at the high-level political forum (HLPF) on sustainable development in 2016. The theme chosen for the HLPF is "ensuring that no one is left behind". The report builds on GSDR2014 and GSDR2015. The approach is of an assessment of assessments, documenting and describing the landscape of information on specific issues or nexuses of issues. Specifically, the report keeps the ‘science-policy interface’ and ‘SDGs as integrated system’ as main threads. Main topics include: ensuring that no one is left behind and the 2030 Agenda; the infrastructure – inequality – resilience nexus; perspectives of scientists on technology and the SDGs; inclusive institutions for sustainable development; and identification of emerging Issues for sustainable development. An annex addresses persons with disabilities specifically, highlighting their over-representation in the "furthest behind".
The purpose of this paper is to contribute to an increased understanding of the perceived and actual challenges humanitarians face in operational contexts as they apply the principles of humanity, impartiality, neutrality and independence. A snapshot is provided of four case studies; Colombia, Nepal, northern Syria and South Sudan. Through a combination of field research, headquarters interviews, desk research, and a webinar, views and observations are presented from the humanitarian community. These observations provide a glimpse into the challenges faced by principled humanitarians. As a result the paper puts forward seven recommendations intended to assist humanitarians and states to sharpen tools and strengthen approaches when implementing principled humanitarian protection and assistance. An addendum to this study provides perspectives from selected members of the donor community. This research was conducted through interviews with state representatives in Geneva, aiming to understand how donors perceive their responsibilities in upholding the humanitarian principles and the Good Humanitarian Donorship Principles. This final chapter highlights challenges faced by states while supporting principled humanitarian action, particularly in conflict zones. On the basis of this research, additional recommendations for both states and humanitarians are proposed to strengthen the adherence to the humanitarian principles
This study identifies and summarises evidence of the impact of non-accessible infrastructure on people with disabilities. It makes recommendations on how to incorporate the principals of universal access into all infrastructure projects. This document should be read in combination with the DFID (UK Department for International Development) Disability Framework “Leaving No One behind” (2014), which sets out how DFID promotes inclusion of people living with disabilities in all its programmes. Topics covered include: rationale for inclusive infrastructure; best practices in project planning, engineering design; monitoring and evaluation processes; inclusive design in planning and policy; mainstreaming disability considerations into infrastructure programmes and policy decisions; linking disabilities with cross cutting agendas.
The committee considered whether the UK Equality Act 2010, a legislative framework, adequately supports the fight against disability discrimination and how it can be made to work better for disabled people. Aspects covered include: the Red Tape Challenge; the Public Sector Equality Duty; leisure facilities and housing; access to justice; the restoration of the Equality and Human Rights helpline and conciliation service; and communication. Major issues identified were the need to include disabled people in the planning of services and buildings and communication concerning this, the need to be proactive rather than reactive or process driven and the importance of enforceable rights. Statistics concerning disabled people living in the UK are presented. The development of the Equality Act, and it's relationship with the UNCRPD and with EU law are outlined.
This survey contributes to the debate on the implementation of the 2030 Agenda for Sustainable Development. In addressing the specific challenge of building resilience to climate change, the Survey focuses on population groups and communities that are disproportionately affected by climate hazards, whose frequency and intensity are increasing with climate change. It argues that, in the absence of a continuum of policies designed to reduce the exposure and vulnerability of people to climate change, poverty and inequalities will only worsen. To the extent that the differential impact of climate hazards on people and communities is determined largely by the prevalence of multiple inequalities in respect of the access to resources and opportunities, policies aimed at building climate resilience provide an opportunity to address the structural determinants of poverty and inequality in their multiple dimensions.
In addition to a brief overview of victim assistance in the context of international humanitarian and human rights law, the Guidance on Victim Assistance Reporting is presented in two main parts: an overview of reporting obligations under the Anti-Personnel Mine Ban Convention, the CCM, and Protocol V to the CCW, and available guidance on these obligations; and, the introduction of a consistent approach to comprehensive victim assistance reporting. To support this approach, the Guidance on Victim Assistance Reporting includes in its Annexes a detailed questionnaire which is intended to provide guidance to States on the collection of relevant information to enhance their reporting, and sample reports using the questionnaire as a guide.

This advocacy briefing paper shows the challenges to implementing road safety, the benefits of safe roads for communities, the international legal framework that discusses road safety in policy, suggestions for what individual actors can do to increase mobility and vehicle safety, and finally how to measure the progress of road safety programmes
