One of the first implementing countries of the UNPRPD was Indonesia. In Indonesia the project was jointly implemented between the ILO, WHO and UNESCO, in partnership with the national entities such as the Association of Indonesian Municipalities (APEKSI) and various disability rights non-governmental organizations (NGOs).

In Indonesia, the Advocacy for Change project aimed to increase the effective participation of people with disabilities in inclusive development efforts at the local level, and promote their participation in development at the national level. Specifically, the Advocacy for Change project sought to improve and monitor the people with disabilities' access to local government processes and existing social services.

Supporting inclusive movements: Funding the rights of women with disabilities

This brief explores funding at the intersection of women’s rights and disability rights and offers steps donors can take to ensure that their grantmaking is more inclusive of women with disabilities and to support this emerging movement. Background is provided by recent mapping by Women Enabled International about the state of advocacy by women with disabilities, the amount of funding in 2014, sample grants and example use of them. Tips from peer donors and women with disabilities are given.

Global Report on the participation of organisations of persons with disabilities (DPOs) in VNR Processes

Within the Stakeholder Group of Persons with Disabilities, a working group was created on the Voluntary National Reviews (VNRs) aimed at raising awareness among Organisations of Persons with Disabilities (DPOs) to engage with their governments in the national consultation processes on SDG implementation, with particular focus on the 2017 44 volunteering countries. The VNR working group are compiling an outcome document reflecting the work that DPOs carried out at the national, regional and global levels. A comprehensive report – called the Global Report on DPO Participation in VNR Processes – will be issued in draft form prior to the HLPF and will be updated afterward with concrete findings. 

The report will showcase the national level DPO work carried out in different regions as well as best practices and challenges, and will serve as a case study for Member States. It will additionally be useful for DPOs as a model to engage with their government. The case study will feature the volunteering countries of Denmark, Italy, Sweden, Nigeria, Togo, Kenya, Ethiopia, Argentina, El Salvador, Peru, Guatemala, Indonesia, Bangladesh, India and Jordan.

Making disability rights real in southeast Asia: Implementation of the UN Convention on the Rights of Persons with Disabilities in ASEAN

This edited collection evaluates national implementation of the UN Convention on the Rights of Persons with Disabilities (CRPD) across all 10 countries of the Association of Southeast Asian Nations (ASEAN) region. Working with interdisciplinary and country-specific research teams, the book presents case studies of CRPD implementation across Southeast Asia, including detailing the factors that influenced each country to ratify the CRPD; the focal point structure of implementation; the independent mechanism established to monitor implementation; and civil society organizations’ involvement.

The book also evaluates the implications of CRPD implementation for human rights and development in ASEAN, including the degree of institutionalized support for persons with disabilities; the development objectives of the CRPD against the strategic objectives of the ASEAN community; and the way these developments compare with those in other countries and regions

This report gives interim findings from results of a survey of 109 policymakers in five countries (Indonesia, India, Kenya, Senegal and Colombia), and seeks to shed light on:

  • How do policymakers perceive progress on gender equality in their countries?
  • What most needs to change in order to improve gender equality?
  • What data and evidence do they rely on to make their decisions?
  • How confident are they in their understanding of the major challenges affecting girls and women in their countries?

 

These findings will contribute to debates about data-driven decision making on gender equality, and raise attention to the gaps in accessible, reliable and relevant data and evidence needed to reach the SDGs by 2030.

Mapping persons with disabilities (PWD) in Indonesia labour market: final report

Statistics Indonesia (BPS) launched its first national labour force survey (Sakernas) in 2016, with data involving disability. Although Sakernas only included one question regarding disability in the survey, it enables analysis on the current situation of PWD in the labour market which can improve policy design on persons with disabilities (PWD). This study attempted to map the condition of PWD in the Indonesian labour market using 2016 Sakernas data. The main point to be explored from the data is the socio-economic condition of PWD, the characteristics of employed PWD, and the wage distribution of PWD. The analysis is compared to the condition of people without disabilities (PWOD), for relevant context.

 

The report is presented in three parts. First, literature reviews regarding the definition and different measurements of disability, labour force participation of PWD and wage difference of PWD compared to PWOD are discussed. Second, a comprehensive elaboration of Sakernas 2016 on the relation of working status and socio-economic characteristics of PWD is presented, including the following: socio-economic characteristics between employed PWD and employed PWOD, income disparities between PWD and PWOD and the characteristics between employed and unemployed PWD. Third, an econometric model to test whether there is a significant difference in the probability of PWD securing employment and the criteria for employable PWD is examined.

Together towards an inclusive world (series of videos to celebrate CRPD's 10th anniversary)

ADDC and ten of its members have produced a series of short videos featuring persons with disability who are, or were, engaged in a disability-inclusive development (DID) project or initiative (in Australia or overseas). In these videos they share their personal stories and how disability inclusive development projects changed their lives, benefitted their communities and contributed to a more inclusive society.

The video series was officially launched during a parliamentary event in Canberra on 30 November 2016 in the presence of some of the persons featuring in the videos and of senior politicians from different Australian political parties.

The event was opened by an address by Senator Concetta Fierravanti-Wells, Minister for International Development and the Pacific. In her speech, she confirmed both the Australian government’s and her personal strong commitment to ensuring that all Australian development programs are disability-inclusive and to championing DID internationally. You will find a transcript of the Minister’s speech here attached.​

Exploring the Complexities of Leprosy-related Stigma and the Potential of a Socio-economic Intervention in a Public Health Context in Indonesia

Purpose: This article explores the complexities of leprosy-related stigma and the potential effectiveness of a socio-economic intervention in Cirebon District, Indonesia.

 

Methods: A qualitative approach was adopted. 53 people affected by leprosy were interviewed, and 17 focus group discussions were conducted among people affected by leprosy, community and religious leaders, and health providers and other key persons who were all purposively selected.

 

Results:  People affected by leprosy face major socio-economic consequences. This was confirmed by key persons. Several opportunities for a possible socio-economic intervention were perceived, as also the barriers. People affected by leprosy are constrained by certain aspects of the health system (e.g., the health providers’ negative attitudes), views in society (e.g., misunderstandings about the condition, stigma), and the physical and social consequences of the disease (impairments, feelings of shame). Study participants identified strategies to deal with these barriers, as well as specific activities for a socio-economic intervention; in particular, the training of staff responsible for implementation.

 

Conclusion and Implications: Socio-economic interventions in the field of leprosy need to anticipate the barriers and develop strategies to deal with them. Cooperation between people working in the health system and those in the welfare / financial system is needed, to improve the quality of life of people affected by leprosy

This is the first Technical Report in a three part series for the two year DFAT Australian Aid funded project (2013-2015), Promoting the Inclusion of People with Disabilities in Disaster Management in Indonesia. This report details the mapping of organisations in Indonesia working in disaster risk reduction (DRR). The two year project was concerned with understanding the gaps between disability inclusive policy and practices in DRR and supporting opportunities to include people with disabilities in all phases of disaster risk management. The premise of this work was that reducing the vulnerability of people with disability during disasters is a key strategy to promote broader community resilience

 

The direct and practical solutions that people with disability can offer to community-level DRR activities should be a key consideration within all phases of disaster risk management. Inclusion of people with disabilities in DRR before, during, and after disasters contributes to the “whole-of-community” approach to disaster resilience advocated in contemporary policy and enacted by DRR agencies. This project was initially framed within an increasing awareness of disability inclusion in DRR globally which is now articulated in the recently issued Sendai Framework for Disaster Risk Reduction 2015-2030 (UNDISR, 2015), and within an increasingly supportive policy environment in Indonesia

The Practitioner Guidelines provide orientation to the Work Packages undertaken to build the capacity of people with disabilities in disaster risk reduction in Indonesia as part of the Australian Government Department of Foreign Affairs and Trade Australian Development and Research Awards Scheme funded project, 2013-2015, Promoting the Inclusion of People with Disabilities in Disaster Management in Indonesia. These Work Packages formed one component of the project with knowledge transfer and capacity building supplemented by other methods within the project, including coaching and sponsoring participation of select trainees at key post-2015 DRR policy events

This report details the development, refinement and field–testing of the Disability Inclusive Disaster Resilience (DiDR) tool. The purpose of the DiDR tool is to identify the resilience and capabilities of people with disabilities to natural disasters in their family and community setting. The tool is designed to be used by people with disabilities, their families or carers and thereby to promote the inclusion of people with disabilities in Disaster Risk Reduction (DRR) policy making and strategy implementation. The tool assesses the resilience of people with disabilities by bringing together four components known to be fundamental to disaster risk reduction: the individual’s functioning status, their level of participation in their communities, the physical vulnerability of their place of residence, and individual risk predictors known to influence the behaviour of the general population before, during and after a natural hazard emergency. In February and March 2015, the survey teams administered the DiDR Tool by interviewing 289 people with disabilities or their carers in four Indonesian Districts affected by diverse natural hazards

Participation and quality of life outcomes among individuals with earthquake-related physical disability: A systematic review

A literature review to evaluate quality of life and participation outcomes of individuals with earthquake-related physical injury. A systematic review was performed searching MEDLINE, Embase, PsychINFO, CINAHL and AMED electronic databases from 1966 to January 2014. Studies that measured quality of life or participation outcomes among individuals who acquired a physical disability as a result of an earthquake injury were included, with no limits on research design. The search yielded 961 potentially relevant articles after removal of duplicates. Of these, only 8 articles met the inclusion criteria. Seven papers were reviewed from the following 5 earthquakes: 2001 Gujarat earthquake, India; 2008 Wenchuan earthquake, China (also known as the Sichuan earthquake); 2005 Kashmir earthquake, Pakistan (27); 2009 Padang earthquake, Indonesia; 2010 Port-au-Prince earthquake.

Narratives Around Concealment and Agency for Stigma-reduction: A study of Women affected by Leprosy in Cirebon District, Indonesia

Purpose: This study analyses the experiences of women affected by leprosy, taking into consideration whether they concealed or disclosed their status, and looks specifically at their ‘agency’. The aim is to provide recommendations for stigma-reduction interventions.

 

Methods: The study population consisted of women affected by leprosy who live in Cirebon District, Indonesia. Study subjects were purposively selected on the basis of characteristics such as age and role in the community. After informed consent was obtained, they were interviewed in their homes. Data was collected through semi-structured in-depth interviews. Analysis was done with six points of focus: who knows, care, social stigma, feelings, self-isolation and agency.

 

Results: In total, 53 women were interviewed. Eight were omitted due to ambiguity over who knew about their leprosy status. Five different categories of ‘disclosure’ were identified, ranging from 1 woman who concealed completely to 19 (42%) who disclosed fully. Disclosure created possibilities for care and support, which 84% mentioned they received. In contrast, disclosure was also found to be linked to negative feelings, isolation and social stigma, which 18 women experienced. The women coped with this through acceptance, comforting themselves, trusting in God, focussing on recovery, friendship or finding inspiration in others. 

 

Conclusions: An analysis of these experiences helps to understand how women affected by leprosy are coping, and what they are already doing for and by themselves. This could be a starting point for more appropriate and effective stigma-reduction interventions. It is recommended to consider the following: i) assisting people with their choice, if any, of either concealment or disclosure, ii) the appropriateness of any intervention for people who (want to) conceal their illness, iii) the existing sources of care and support, and iv) the inner strength demonstrated and its three sources (spirituality, relationships and the desire to be cured).

Universal health coverage (UHC) for inclusive and sustainable development synthesises the experiences from 11 countries—Bangladesh, Brazil, Ethiopia, France, Ghana, Indonesia, Japan, Peru, Thailand, Turkey, and Vietnam—in implementing policies and strategies to achieve and sustain UHC. These countries represent diverse geographic and economic conditions, but all have committed to UHC as a key national aspiration and are approaching it in different ways. The UHC policies for each country are examined around three common themes: (1) the political economy and policy process for adopting, achieving, and sustaining UHC; (2) health financing policies to enhance health coverage; and (3) human resources for health policies for achieving UHC. The path to UHC is specific to each country, but countries can benefit from experiences of others and avoid potential risks
