Inclusive practices for disaster risk management: Experiences with social actors and government entities in Latin America

Twelve inclusive practices are presented that explore the application of the inclusive approach to disaster risk management, thus enriching these and encouraging contributions to create more inclusive and resilient communities! Collecting and sharing inclusive practices is one axis of the project, “Inclusive Disaster Risk Management: An innovative approach towards inclusion of most vulnerable groups”, which aims to disseminate inclusive disaster risk management in Latin American countries in order to increase protection and resilience in high-risk groups. The project accompanies and strengthens regional, national, and local actors from the following countries: Bolivia, Chile, Colombia, Ecuador, Nicaragua, Paraguay, and Peru. This regional initiative for inclusive disaster risk management is led by Humanity & Inclusion (HI), in partnership with Save the Children International Peru (SCI) and Cooperazione Internazionale Paraguay (COOPI).

Globalized Food and Pharma: The South Bites Back in Lina Meruane’s Fruta podrida

One common denominator of the novels and short stories by Lina Meruane (Chile, b. 1970) is the unconventional representation of illness and disability, and a critique of the connections between illness or disability, medicine and globalization. In this paper, I examine her novel Fruta podrida (2007) (rotten fruit) and the challenge it poses to the globalization of food production and pharmacological research as they affect people living in the Global South. This critique is realized obliquely and disturbingly from three distinct subject positions: a Chilean chemist who works for a fruit company in Chile; her half-sister who has diabetes; and a nurse in a New York City hospital. The linguistic and structural complexity of the narrative discourse demands an engagement with the text that places a further demand on its readers to engage with the inequalities and abuses created under globalization.

Inequalities in access to health care for people with disabilities in Chile: the limits of universal health coverage

We analysed cross-sectional data collected as part of the National Socioeconomic Characterisation Survey (2013) in Chile, in order to explore if there are differences in access to health care between adult Chileans with and without disability. The study included 7459 Chilean adults with disability and 68,695 people without disability. Logistic regressions were performed in order to determine the adjusted odds ratios for the associated variables. We found that despite universal health coverage, Chileans with disabilities are more likely to report worse access to health care, even when controlling for socio-economic and demographic variables, including age, gender and income. Specifically, they are more likely to face greater difficulty arriving at a health facility, obtaining a doctor’s appointment, being attended to in a health facility, paying for treatment due to cost, and obtaining necessary medicine. Both people with and without disability are more likely to face difficulties in accessing health services if they are affiliated with the public health provider, an indication of the economic factors at play in accessing health care. This study shows that universal health coverage does not always lead to accessibility of health services and underlines the disadvantaged position of disabled people in Chile in accessing health services. While efforts have been made recently to improve equity in health care access, disability in Chile poses an additional burden on people’s access to health care, emphasising the necessity for policy to address this perpetual cycle of disadvantage for disabled people.

Inclusion of youth with disabilities: The business case

This is a how-to guide for companies interested in integrating youth with disabilities into their workforce. "This guide is based on initiatives that are currently tried out by ten companies to employ youth with disabilities in eight countries (Brazil, Chile, China, India, Norway, Republic of Serbia, Singapore and the United States). Good practices and useful insights are identified and explained through first-hand accounts. First, the business case for employing youth with disabilities is made. This section will highlight how two companies benefited from initiatives to employ youth with disabilities. Next, four reoccurring good practices that were cited in the featured cases are given particular consideration:

  • partner with an organization that specializes in disability services;
  • provide (when necessary) disability-accessible skills training;
  • offer recruitment and job placement services;
  • embrace a policy of inclusion and non-discrimination"

"This article describes the process of adoption of Law 20.183 of 2007, which recognises the right of persons with disabilities to have support in the act of voting. The process began with a lawsuit which inspired legal research conducted at the national level. A project of civil society advocacy was subsequently developed and implemented to promote the right to vote of persons with disabilities. The process resulted in a legislative initiative and culminated in the adoption of the 2007 Constitutional Act on voting and elections which recognized the right to support in the act of voting for persons with disabilities"

Identifies and assess the links between information and poverty, and concludes that although spreading ICT ('bridging the digital divide') should not be an end in itself, there is enormous potential for ICTs to increase information flow and empower poor people. The study then discusses the potential role of the international community, and sets out specific recommendations for DFID. Includes several appendices containing: a bibliography; brief case studies of Chile, Costa Rica and India; and list of related DFID funded projects. The study concludes that ICT should not be viewed as an end itself but has the potential as a tool to increase information flows and empower people. It can play a part in achieving International Development Goals
